General Office of the CPC Central Committee and the general office of the State Council on January 2015 jointly issued the "Notice of the Reform Opinions","opinions" stressed the importance of grass-roots civil servants can improve their treatment through promotion in specific conditions in accordance with the system,its main purpose is to solve the basic level civil servants currently facing the promotion of a single channel,wages completely on duty as well as the primary serious brain drain problem.Up to now,the implementation of the system has made some progress,but the system is an innovative personnel reform system,which needs further exploration in the system itself or in the implementation process.Through the author’s analysis,it is found that the research of scholars in China focuses on the theoretical level.The investigation and Analysis on the specific implementation effect of the grass-roots civil servants’ duty and rank parallel system are few.Based on this background,this paper contributes to the writing of this article.The purpose of this study is the part of the Sichuan C county field survey of junior civil servants,to find out the practical problems encountered in the implementation process of the system,which combines the theory and the proposed countermeasures and suggestions,to constantly improve the system of position and rank the contribution of a little force.This paper first reviews the relevant research of domestic and foreign scholars on the parallel position and rank system have been summarized and expounded on the relevant concepts involved in this paper,the author uses the method of literature analysis,questionnaire etc.in this paper,combined with the comprehensive analysis theory and decision theory to investigate the asymptotic.Part of the Sichuan C County grass-roots civil servants,the main study of the grass-roots civil servants personal participation,the topic set on the promotion,development and degree of satisfaction with the organization and executive power of the government and the management level of the evaluation of the three dimensions,in order to understand the parallel position and rank status of the implementation of the system,through the issuance of questionnaires the data of text information,and obtained some practical problems of grass-roots civil servants position and rank of the parallel implementation process encountered,including part of the grassroots Civil servant’s enthusiasm for promotion is not high,the traditional thought of "official standard" still occupy the main position,namely the promotion of desire is more intense than promotion;through the survey found that "run emerge in an endless stream" phenomenon,the promotion process of the black box operation,human rather than the objective fact,the overall lack of fairness;the grass-roots civil servants largely affirmed the parallel position and rank practical significance of the implementation of the system,but still think that wage growth regulation is too low,under the promotion of tenure for too long,especially when just entered the base layer of young people,the enthusiasm of its work to combat the problem.By digging out the problems,the author analyzes the reasons,and puts forward some suggestions to solve the existing problems at present,including the reform of grass-roots civil servants own ideological construction,salary system adjustment,promotion system and promotion of young civil servants "supply side" reform,with a view to solve the practical problem in the new grass-roots civil servants.
