As a national defense public product,veterans' employment placement has the particularity of exclusiveness and military human capital.When veterans leave the army and enter the labor market,they need to go through the transition from military occupation to civilian occupation.As the primary problem behind the retreat of military personnel,employment is related to whether the military can complete the second specialization,whether it can carry out social reintegration,which is related to the stability of the society,and to a certain extent has an impact on the recruitment of troops.The United States has implemented a fully market-oriented employment placement system for veterans.After more than two hundred years of development,it has achieved institutionalization in the revision of relevant laws and regulations,the establishment of organizational structures,the implementation of welfare benefits,and the construction of rights relief channels.degree.In order to show the overall picture of the US veterans employment system,the article focuses on four aspects:institutional change,system operation,institutional preference,and institutional performance.In terms of changes in the employment system,the US veteran employment system has changed from time to time,insisting on the unity of legal stability and real-time volatility;In the process of the employment system,the typical characteristics of political and social cooperation are reflected.Government agencies encourage enterprises to accept veterans through economic leverage,assist veterans to start their own businesses,and at the same time,achieve cooperative governance with retired military organizations and give full play to the unique advantages of social capital in employment placement;In terms of the preferences of the employment system,the institutional welfare characteristics of the US veterans' employment system are significant.The main focus is on education assistance.Focusing on ability guidance,veterans acquire professional skills through education aid,open employment channels,and gain social recognition.In terms of the performance of the employment system,according to statistics,the overall employment rate of veteran is high,the unemployment rate is low,and the education level is directly proportional to the employment rate.Veteran employment industry is diverse and mostly engaged in professional and technical occupations,and to a certain extent,the employment situation of retired military personnel.Better than ordinary person.In general,education aid is a key link in the US veteran employment system,which directly determines the employment performance of veterans.While assisting veteran to complete employment from the perspective of "energy-enhancing",education and welfare have also become an important means of attracting young Americans to join the army,which is conducive to the improvement of the quality of the military.On April 16,2018,China's Department of Veterans Affairs was listed in Beijing,marking the entry of China's retired military affairs management into a new era,and the employment of retired military personnel also entered a new stage.At present,retired military organizations at all levels are being formed,and relevant laws and regulations are being formulated.At this special stage,the research and analysis of extraterritorial institutions has certain reference significance.Based on the analysis of the United States,the author thinks about the improvement of the employment of retired military personnel in China.
