The electoral system is the most important design in democratic politics.The election not only legalizes political rule,but also gives voters the right to participate politically.The election is so important that it cannot of course be disturbed by other factors.However,contrary to expectations,the election activities cannot be carried out without the support of money.The key to the lack of "original sin" in money is that when money and politics are linked,it carries the "original sin." In most Western capitalist countries,the expenses of election activities are mainly borne by the candidates themselves.To win elections,candidates must not only attract votes but also raise banknotes.Candidates must seek support from various groups in raising election funds.How to ensure that there is no interest transfer relationship between the two,not only whether political cleanliness can be achieved,but also whether the essence of democracy can be manifested.In order to ensure that the rights of citizens' political participation are not violated,in order to promote the fairness and justice of the electoral process,how to formulate an effective electoral funding system has become one of the tests for the maintenance of democratic politics in Western capitalist countries.How does the United States regulate election funds?Why is American society unmoved when its election expenses are the highest in the world?The author has carried out research with such confusion.This paper takes the US federal level election funding system as the research object.The main content has three points:First,the historical evolution process of the system is summarized,and its formation background and growth logic are clearly presented.Second,the operation of this system is analyzed,The mechanism completely reproduces the system from the sources,expenditures and supervision of election funds.Thirdly,it is placed under the specific field of the United States to evaluate the actual impact of the system from both positive and negative aspects.The text is organized as follows:The first chapter summarizes the evolution of the US federal election funding system,which is divided into four periods,namely the gestation period(early 19th century to the end of the 19th century),the initial stage(the early 20th century to the middle of the 20th century),development period(mid-20th century-early 21st century),maturity(since the beginning of the 21st century).The study finds that the evolution of this system presents a feature of reform and restoration,and the reform is not thorough.The supervision of election funds can be said to have countermeasures under the policy.The second chapter discusses the operation mechanism of the US federal election funding system from three aspects:the source,expenditure and supervision of election funds.From the source,the source of federal election funds in the United States is relatively wide,but the candidates are self?raised;in terms of expenditure,the main expenses of the US federal elections are in the mass media based on advertising,and the current system is for candidates.The total expenditure is generally not restricted;from the perspective of supervision,the US federal government effectively implements the supervision of election funds through a sound legal system,independent regulatory agencies,and open and transparent information.On the basis of the first two chapters,the third chapter makes a comprehensive evaluation of the current system from both positive and negative aspects.The original intention of this system was to oppose corruption and safeguard the democratic rights of citizens' political participation,but the contradiction is the system.Actual operation is eroding American democracy.The conclusion part is a summary comment from the transformation characteristics and theoretical basis of the US federal election funding system.This paper believes that how to deal with the relationship between political equality and freedom of speech is the key to the United States to resolve the disputes over the election of election funds.
