Research On City Diplomacy Of Kunming Since Reform And Opening-up

With the advent of the era of globalization,the role and necessity of cities in a country's foreign exchanges have become increasingly prominent.City diplomacy has gradually become a useful supplement to a country's diplomatic activities,which has attracted increasing attention.Since the Reform and Opening up,Kunming's city diplomacy has made great progress.The number of international friendship cities ranks in the forefront of western cities,and the number of friendship cities in South Asia and Southeast Asia ranks first in the China.The pattern of friendship cities in Kunming is gradually expanding.Kunming's initiative in carrying out city diplomacy activities has been increasing,starting from making international friendly cities.gradually developing into joining city international organizations and establishing city international organizations.Under the cooperation mechanism of Bangladesh-China-India-Myanmar Economic Corridor and Lancang-Mekong,Kunming's city diplomacy has gained an increasingly stable institutional platform.The practice of Kunming's city diplomacy not only promotes its own development,but also promotes the progress of the frontier areas.It also practices the concept of"amity,sincerity mutual benefit and inclusiveness"of China's neighboring diplomacy,so that it can play a role in serving China's overall diplomacy.Kunming has its unique geographical location and rich diplomatic resources.With the development of interconnection,the role of location advantages will continue to highlight,and diplomatic resources will be further developed.The Belt and Road Initiative will also bring great opportunities for Kunming to promote city diplomacy.But there are also some problems in Kunming's city diplomacy,such as insufficient civil participation in friendly city exchanges and substantive cooperation to be promoted.At the same time,the lack of discernible city brand and the backward practice of multilateral city diplomacy are also the problems in Kunming's city diplomacy practice.Although these problems together with the low level of internationalization of Kunming,the competition of local governments and the fluctuation of inter-state relations hinder the development of city diplomacy in Kunming.However,considering Kunming's location and resource advantages,a series of policy suggestions are put forward,such as actively participating in Lanmei cooperation,improving personnel training and innovating friendly city cooperation,in order to eliminate these obstacles.With the active mobilization of The Belt and Road Initiative,Kunming's city diplomacy is promising.In the future,Kunming should attract more people to participate in the city's diplomatic activities and shape an international city brand.The development of city diplomacy will bring valuable opportunities for Kunming's development.
