National security is the core interest of the country and a prerequisite for the survival and development of the country.In the international security system,big power play an important role,and small states are indispensable.The former dominates the international security environment and its evolution,while the latter plays a corresponding role.After the Second World War,the independence movement of the Third World countries developed rapidly in the cracks between the two pole systems.An indisputable fact is that most of the newly emerging independent countries are fissile from large actors,and basically belong to the category of small countries.Alliance is a universal security policy of a small state under anarchy.Alliance has never been absent from the diplomatic norms of small countries.Through the definition of the concept of small states,the analysis of the alliance strategy and the historical analysis of the small states alliance strategy after the Second World War,this paper attempts to explain the influencing factors affecting the alliance strategy of small states.The effectiveness of the alliance strategy of small states depends on the pressure of the international system,the small states' own capabilities and the effectiveness of the alliance.The nature of the system profoundly affects the connotation of the security strategy of small states.Relative power is an important background for the strategic choice of small states.The strategic choice of small states is greatly influenced by the nature of the system.In the bipolar system of the fierce confrontation between the United States and the Soviet Union,the security strategy space of small states has been severely squeezed,and the choice is very limited.In the context of relatively stable relations between large powers and multi-polar balance,the external security environment of small states has become more stable,and security policies have become more Great autonomy.The ability of small states in the system is the key to security strategy of small states.Capacity,not scale,is more significant for international security,and competence is the main indicator for understanding the safe thinking and behavior of small states.The effectiveness of the alliance determines the security cost and benefit analysis of small states and the extent to which they achieve the expected strategic objectives.With the rapid changes in the international security environment and international threats after the Cold War,the alliance strategy of small states has also changed,seeking a more diversified alliance strategy.As a typical small state in Northern Europe,Iceland is located in a strategic location where the great powers compete fiercely.It needs to use alliances to ensure the survival and development of its country.This paper selects the alliance case between Iceland and the United States based on NATO,analyzes the changes of Iceland's alliance with the United States after the Second World War,and clarifies the context and change mechanism of the alliance strategy of small states.The changes in the Ice-American League also have certain implications for China's regional security strategy.Today's international system is diversifying,and the influence of the ice-American alliance based on NATO is declining.Iceland seeks extensive international cooperation with its national security and economic development as its priority.
