The Efficacy Of International Institution And Its Revelation To The North East Asia

Globalization and regional integration are two kinds of trends in contemporary. Globalization means the complex interdependence including all the country and person in the world. Regional integration means the complex interdependence in certain region. As Robert·Keohane predicted that in the ground of economic globalization and regional integration the main actors—nation-states and transnational corporation are coming into being an interdependence relationship model. In the globalization age the relationship is so intimate that war is not the main tool to preserve the nation's interest any longer. On the contrary, considering the nation's interest the nation-states have related in a given rules and norms. That is the international regime or institution. Regimes can be defined as sets of implicit or explicit principles, norms, rules, and decision-making procedures around which actors expectations converge in a given area of international relations. Principles are beliefs of fact, causation, and rectitude. Norms are standards of behavior defined in terms of rights and obligations. Rules are specific prescriptions or proscriptions for action. Decision-making procedures are prevailing practices for making and implementing collective choice. At the beginning of establishing the international institution because of facing the common challenge, rational actors will consider the absolute gain but as the international institution has been established completely, rational actor's attention will turn to the relative gain. The coordination of the relative gain of the international institution reflect a fact that the efficacy of international institution display the interest arrangement from up to down and the adaptation between actors from down to up, that is to say institution is the accommodation from up to down, its ability of resolving problem depend on the same question's supplement degree from down to up. Basing on the attention's reversion from absolute gain to relative gain, in this article the author believe that the main factor that influence the efficacy of the international institution is to generate the interest supplement regime, the stability of international institution is relative, it should consider the actors interest demand and adjust interest distribution to assure institution's function effectively. So the premise about international institution exerting its effect is to establish a effective interest supplement regime that is to say the established international institution should concern the relative gain of the actors and then according to the cost-gain principal establish interest supplement regime, and the final aim is to seek to the balance point in the movement and motionless of international institution. The article recognize a fact that when the other regions have developed lots of regional institution and their regional integration have come to a high level, such as EU, ASEAN, OPEC, NAFTA, APEC and so on, however in the North East Asia there is not a formal institution framework to coordinate interest among the countries to satisfy their common demand. So in the challenge of globalization, countries in East North Asia have to face how to realize the regional corporation and establish regional institution in this region. On the other side different country has different situation in North East Asia, there is no hegemony state, as we all know most of international institutions have been established by hegemony state after the Second World War. Hegemony state undertake a responsibility to provide pubic product, in this condition it is easier to coordinate relative gain in the member states, however it is different from North East Asia, because there is no hegemony state in this region, how to coordinate relative gain in this region is a very important subject in North East Asia .
