Study On The Protection Of Villagers' Rights And Interests In Grassroots Governance

The village committee of the villagers' self—governing organs is actually an extension of the functions of the grassroots people's government and is separated from the road of villagers' autonomy.In the process of rural land acquisition,the nature of collective land and its disposition rights are limited,resulting in the decision—making power of collective land acquisition under the leadership of the government.Since the land acquisition investigation and land acquisition hearings are often not implemented,it is difficult to collect public opinions effectively.This has led to a lack of village participation.Exercising,this kind of administrative act that lacks the negotiation mechanism to levy the property rights of rural land is extremely easy to trigger a series of planning and management problems,and the problem of guaranteeing the legitimate rights and interests of the villagers is easily overlooked.This paper cuts through the perspective of rural land acquisition and studies the problems existing in the protection of villagers' rights and interests in grassroots governance in China.The problems reflected by the lack of land acquisition by the villagers actually represent the problems existing in China's current grassroots governance to a certain extent.Under the pressure system,the administrative organs are like the feudal parents generally restricting the activity of grassroots governance.From the perspective of the principle of administrative efficiency,the administrative agency's leading collective land acquisition has certain comprehensibility,efficiency and professionalism,but in terms of power supervision and villagers' rights and interests,it is not fully guaranteed.In the face of public power supervision and the right of villagers to develop,administrative efficiency needs to make a certain degree of giving way.While ensuring that administrative decisions are legal and reasonable,we must further develop an atmosphere of sound development in the medium layer.
