Study On The Participation Of New Able Villagers In Rural Governance

In ancient China,the traditional gentlemen played an important role in traditional rural village governance because the lowest level of local administration representing imperial power is the county.In the feudal society,the traditional gentlemen played a role in collecting the royal grain tax,solving civil disputes,and setting up private schools.Editing the family tree genealogy and other functions guides the moral education of the village and maintains the stability and development of the rural society.In the rapidly changing modern society,with the establishment of the market economic system,China's economic development is changing with each passing day,but the urban-rural gap is getting bigger and bigger,the population of the vast rural areas is losing,and serious social problems are caused.The Chinese countryside is facing a huge threat of hollowing out.Rural governance faces serious challenges.Innovation of new able villagers culture appeared in 2015 No.1 Document for the first time.Since 2015,all No.1 Central Documents mentioned new able villagers culture for consecutive three years.2018 No.1 Central Document clearly pointed out that we should innovate the rural governance mode and take the road of good governance in rural areas.Under the reflection of the traditional rural governance and the consideration of current rural governance situation,new able villagers gradually attract the notice of experts and scholars and become the main force of rural governance.The participation of new able villagers in rural governance not only meets the needs of social development,but also enriches and develops the rural governance theory.Based on specific cases,this study investigated the present situation of new able villagers' participation in rural governance and analyzed the positive effects of new able villagers in the rural governance.At the same time,it is also realized that the participation of new able villagers in rural governance still faced with challenges and difficulties,especially the ability limitations of new able villagers themselves and the contradictions with other governance bodies.In view of these problems,someconcrete measures are discussed in this study report.In response to these problems faced by new able villagers in the rural governance,some specific measures to solve these problems are discussed.First,under the leadership of the party,the responsibilities of the various governance bodies should be clarified,and the relationship between the various entities should be clarified.new able villagers' ability to participate in governance,improve the concept of new able villagers participation in governance,and also need to establish a breeding system for the group new able villagers and the operation mechanism of the new able villagers organization.
