The Evolution Of The Anti-poverty Policy Of The CPC(1949-2017)

Since modern times,influenced by many factors such as history,geography and system,our society has been in a state of poverty for a long time.Since the 18 th National Congress,socialism with Chinese characteristics has entered a new era.In the decisive stage of building a well-off society in an all-round way,poverty alleviation is particularly important and has become a hot topic in academic research.Since the beginning of New China,under the leadership of the Communist Party of China,the leading collectives of the CPC Central Committee in successive dynasties have carried out practical exploration of anti-poverty in accordance with social reality,constantly put forward and deepened the connotation and content of anti-poverty thought,and formed an anti-poverty road in line with China's national conditions.This has provided the correct theoretical guidance for our country's poverty alleviation work,promoted our country's poverty alleviation work to carry out in depth,and achieved great results.Based on the time clue,this paper systematically combs the anti-poverty thoughts of the Communist Party of China.Mao Zedong era put forward the goal of common prosperity,but because Chinese society was in a general state of poverty at that time,there were some setbacks on the way of exploration,resulting in unsatisfactory results in anti-poverty.Since the reform and opening up,the Communist Party of China has established a socialist market economy based on the goal of common prosperity.With Deng Xiaoping as the core,the second generation of leading collectives of the CPC Central Committee,taking rural economic system reform as the main driving force,have implemented large-scale development-oriented poverty alleviation and achieved good results.Later,Jiang Zemin pointed out that only by eliminating poverty can we move smoothly into a well-off society,and pointed out that eliminating poverty is an important basis for guaranteeing basic human rights.In the new century,the Party Central Committee,with Hu Jintao as its general secretary,has proposed that the scientific outlook on development should be practiced on the road of anti-poverty,and that a new road of sustainable development should be found while developing economy and solving poverty problems in some areas.Based on the social reality that most of the poor people in China are concentrated in rural areas,the proposition of new rural construction can be said to be an integral part of the anti-poverty issue.In the new era,the main contradictions in Chinese society have changed,but the basic national conditions,which are still in the primary stage of socialism,remain unchanged.The leading collective of the CPC Central Committee with Xi Jinping as its core creatively put forward the concept of "precise poverty alleviation",and realized that the content of anti-poverty is not only limited to economic life,but also needs comprehensive consideration in all aspects in order to achieve real poverty alleviation.By 2020,we should ensure that the rural poor population under the current standard of China will be lifted out of poverty in an all-round way,and the poor counties will take off their hats in an all-round way,so as to finally solve the overall poverty in the region.
