Research On The Predicament And Strategy Of The County-level Youth League Organizations Under The Innovation Of Social Governance

The grass-roots organizations of the League are the main carriers for the Communist Youth League to fulfill its duties.How the grass-roots organizations work effectively is directly related to the implementation of various tasks.However,there are many problems in grass-roots League organizations,such as rigid working mechanism,loss of service objects and weak organizational cohesion.In the new era,the Communist Party of China Central Committee proposes innovat:ing the social governance system,mechanism and methods,as well as building a social governance situation for all the people to build and share.Therefore,new requirements have been put forward for the functioning ability of the Communist Youth League by facing with the opportunities and challenges brought by the innovation of social governance,breaking through the predicament of self-development,helping the government to manage youth affairs well,and consolidating the youth mass foundation.Based on the third sector theory and social governance theory,taking the Communist Youth League of Wuming District as an example,this paper analyzed the current situation of the county-level Communist Youth League's performance under the innovation of social governance by using the research methods of literature research,investigation and System Analysis.From the aspects of cadre team construction,capital allocation,working mechanism and performance results,the author believed that the grass-roots League organizations represented by the Communist Youth League in Wuming District are facing the development dilemma of insufficient resources for performance,loss of service objects,weakening of organizational cohesion and attraction,which are affected by external environment constraints and inadequate internal vitality.Therefore,the strategies to solve the predicament of the coxunty-level Communist Youth League organizations under the opportunities brought by the innovation of social governance were put forward.Firstly,the Youth League organizations at the county level should clarify the relationship between the government and the youth organizations,define their own functional orientation and scope.Secondly,it should rely on the cooperation of League schools,government purchase services,and youth organizations to expand the team of youth affairs workers,alleviate the shortage of manpower and extend the working arm.Thirdly,it can make full use of information technology,big data platform and new media network to serve the needs of different youth groups and improve the pertinence of organizational performance.Fourthly,it should change its working thinking and action logic,broaden the field of pu'blic service,operate with brand and socialization,gather and integrate resources,serve the overall situation of the center,and improve the effectiveness of performance.Finally,it can also improve the cadres' ability to perform their duties by means of education and training,style construction,evaluation and incentive measures.
