The Delimmas And Solution To The Current Grass-rooted Petition Work

Petition system as a peculiar political system in China is an important bridge between the Party and the government to communicate with the people.It undertakes the functions of political participation and rights relief from its beginning.After the foundation of the People's Republic of China,Petition system has been making great contributions to social stability in China in different periods.In recent years,with the development of society,social structure changes constantly and conflicts of interest are also increasing at all levels of society.Floods of petition work appear again and again.A series of problems begins to appear in petition work and petition system.Especially at the grass-level,the petition system and petition work are facing great pressure and challenges.The Party's Plensary Session of the 18th Central has raised the rule of law in China to an unprecedented level.Much attention was constantly paid to petition work,and the reformation of the petition system has become a hot topic.The Fourth Plenary Session of the 18th CPC Central Committee emphasized the rule of law.The 19th Party Congress put forward a new guiding ideology for the work of the whole Party.Under this kind of background,combined with many years experience of grass-rooted in the petition work,I make an objective and detailed investigation into the petition work in S district of Kaifeng city.Based on a great many related materials,I made an overall and in-depth analysis to the petition work of S district.I found many dilemmas in the petition work of S district.Such as:many kinds of complainants,many cases are difficult to handle,complaint divisions are lack of public trust,and the working mechanism is imperfect and so on.Through analyzing the causes of the present dilemmas of the petition work,I found solution.
