Joint receiving is a common reception way to receive complaints of people in grass-root petition.It can coordinate the government functional departments to accept complaints which are raised by people,at the same time,it will avoid the long cycle problem caused by component elements such as application,reception,transaction,supervision and reply since it can make a joint effort.Through the study,I found that Dengta's joint receiving way of grass-root petition plays a good role in dealing with a complaint reporting matter,which can reduce the stock of contradictions and the hidden trouble of social.Analyze the complaint reporting matters,and then organize relevant government functional departments to work together to accept the complaint reporting matter.In this way,it can combine the rights of reception and transaction together,improve the efficiency of the complaint reporting matter,and avoid the running between the functional departments.What's more,it can form a preliminary scheme to the problem,and resolve a complaint reporting matter as soon as possible,which will avoid the complainant's anxious mood due to waiting for a long time,and also save both the functional departments and the complainant's time,economic and emotional cost.Based on literature review and case analysis as the main research methods,the thesis uses Lewis Cosermost's social "safety valve" theory to analyze and compare Dengta's present situation of the grass-roots petition joint receiving.And find out the success or failure experience of Dengta's grass-root petition joint receiving way through five typical cases in order to know the predicament Dengta's petition faces.And through the analysis of the reason of this predicament,conclude the experience and lessons,and finally puts forward suggestions to improve Dengta's joint receiving way in grass-root petition.
