Research On Public Participation In The Management Of Rural Domestic Waste

With the release of the 13th Five-Year Plan for the Comprehensive Improvement of the Rural Environment in 2017,the rural settlement of human settlements has been put on an important agenda by local governments at all levels.To improve the rural living environment,the problem of rural domestic garbage pollution is the first to bear the brunt.In China,the management of rural domestic waste is dominated by the government.The rural area is wide and the population is large.The grassroots government has insufficient manpower.Therefore,whether or not effective public participation can be achieved is the key to the success of rural domestic waste managementBased on the theory of citizen participation ladder and participatory democracy theory,this paper takes literature research method,interview investigation method and field investigation method as research methods,and takes public participation in the treatment of rural domestic garbage in Wugang City as the research object.Explain the issue of public participation in rural domestic waste management:lack of public participation awareness,lack of willingness to participate,lack of channels for participation,insufficient capacity for public participation,and low level of participation.The underlying reasons for analyzing these problems are the lack of supply of relevant legal systems,the constraints of traditional administrative systems,and the constraints of the urban-rural dual economic structure.Finally,it proposes countermeasures to solve the problem:improve the public participation in the legal system related to rural domestic waste management,enhance the awareness,willingness and ability of the rural public to participate,and improve and protect the public participation.It is hoped that by solving the problems related to public participation,orderly and effective public participation will be achieved,thereby improving the effectiveness of rural domestic waste management.
