Study On The Legal System Of Domestic Waste Recycling And Utilization In Rural Areas Of China

Under the guidance of the new development concept and the goal of ecological civilization construction,it is an ideal social state for our country to harness the rural ecological environment,promote the development of circular economy in rural areas and build a new socialist countryside.It has become a social consensus to carry out rural domestic waste recycling and utilization according to law and to solve the pollution problem of rural domestic waste.Recycling and utilizing rural domestic waste is the correct direction to realize sustainable development of rural ecological environment and an important part of building ecological civilization in rural areas.How to correctly implement domestic waste recycling and utilization in rural areas of China is related to the realization of rural ecological civilization.At present,there are few studies on the legal system of rural domestic waste recycling in China.Before that,more attention was paid to industrial waste,agricultural waste and urban domestic waste.Most of the time,only a little mention was made of the recycling of agricultural waste and urban domestic waste.Therefore,the research on the legal system of rural domestic waste recycling is to fill the legal gap and enrich the theory of rural ecological environment governance in China.This paper is divided into five parts.The first part is the introduction,which elaborates the research background,research significance and ideas,research review and research status at home and abroad.The second part is about the recovery and utilization of rural domestic refuse and rural domestic refuse.The concepts and characteristics of rural domestic refuse and rural domestic refuse recovery and utilization are elaborated respectively.The third part is the current situation and shortcomings of the relevant legal system of rural domestic waste recycling in China,mainly in four aspects: inadequate legislation,inadequate regulatory system,inadequate special legal system,inadequate public participation and inadequate financial security mechanism.The fourth part introduces the relevant legal system of rural domestic waste recycling in foreign countries and Taiwan.In the fifth part,aiming at the problems existing in the third part,it is proposed that the legal system of rural domestic waste recycling should be improved by strengthening relevant legislation,reforming the regulatory system,improving the special legal system,building the mechanism of public participation and establishing the financial guarantee mechanism.
