The Study On The Innovation Of Government Subsidy Management In The Process Of The Social Operation And Maintenance Of Automatically Monitoring Pollution Sources In Guangxi Province

After more than ten years of practice and their experience accumulation,the automatic monitoring of pollution sources has become a normalization mode used by the government to improve the automatic monitoring level of pollution sources.Furthermore,in order to alleviate the economic pressure of small and medium as well as miniature-sized enterprises,the government uses the fiscal policy on which ensures the automatic monitoring of pollution sources as a management tool or management way,has become a key link for the government to ensure and improve the automatic monitoring level of pollution sources.However,the higher or lower for social operation and maintenance subsidies to automatic monitoring of pollution sources is not good.If the social operation and maintenance subsidy is too high,it is easy to increase the government's management cost.If the social operation and maintenance subsidy is too low,it is not conducive to ensuring the quality of government supervision.How much should we subsidize with fiscal policy as a management tool?How to innovate the management?It will be a big problem that needs to be solved for a long time now and in the future.Through the systematic review of existing literature at home and abroad,it is found that the existing domestic and foreign research has not discussed the issue of automatic monitoring of socialized operation and maintenance subsidy management innovation.Based on its important influence on the automatic monitoring of socialized operation and maintenance of pollution sources,it has a great theoretical significance and practical application value to study the issue of government subsidy management.Focusing on the automatic monitoring of socialized operation and maintenance management innovation issues in Guangxi,this study comprehensively using of literature review,archival materials and questionnaire surveys and some others,this study draws the management status,management problems and their causes as well as the innovative management countermeasures of the implementation of government subsidy management policy.This study finds that:(1)Guangxi province has increasingly formed a series of management systems that help standardize social operation and maintenance subsidies including of applying qualification,application rules,decibel procedures,disbursement procedures and their precautions on government subsidy management,on which help make the automatic monitoring of pollution sources and their social operation and maintenance subsidies to run smoothly,and the results has also been recognized by people;(2)the socialized operation and maintenance subsidy management of our country has a poor government subsidy management system,a single source of social operation and maintenance funds,a large gap in social operation and maintenance funds,and a poor government subsidy mechanism,and analyze the reasons for the unestablished of a sound social operation and maintenance subsidy management system,the lack of funds for the emission of pollutant discharge units,need a large number of social development and maintenance funds,and have not yet figured out the application and distribution rules;(3)for existing problems and their causes,this study proposes the corresponding countermeasures on which including of innovating the management system,the fundraising channel,the funding method and the management mechanisms of the socialized operation and maintenance subsidies.The results can help enrich the theories and their knowledge's system of automatic monitoring of the socialized operation and maintenance subsidies as well as the government subsidy management,and can provide some reference for the policy makers as well as the managers who implement the social operation and maintenance subsidies policy as well as the government subsidy management.
