Involvement Of Industry Association In The Elevator Safety Governance:a Case Study

The Elevator Industry Association of Bazhong City in Sichuan province has played a positive role in promoting the development of the industry and public governance.But it also faces the problems of insufficient autonomy power,single form of governance,lack of credibility and so on.These problems,which are not isolated cases,are the localization and concretization of the general problems of industry associations.Therefore,some implications are provided for the healthy development of industry associations.From the perspective of governance theory,this study consists of five parts:the first part focuses on the research background and significance,domestic and foreign researches as well as methodology.The second includes the core concepts and theoretical framework:definition of trade associations,elevator industry association,elevator safety governance;market and government failure theory,governance theory.The third is mainly about the involvement of industry associations in elevator safety governance,current situations of elevator safety management in Bazhong City and the development of Bazhong Elevator Industry Association.Trade Association'^involving in elevator safety management is explored from the aspects of professional technical support,industry communication,government supervision,industry self-discipline and so on.The problems and causes are analyzed in the fourth part,resulting from the lack of laws and regulations of specialized trade associations,the unclear functional boundaries between the government and trade associations,the lack of social supervision and capacity-building of trade associations.Finally,Strategies and implications for the industry association's involving in elevator safely governance are put forward from the perspectives of law construction,social supervision,credibility,self-construction and the benign interaction with the government.
