Case Study On The Construction Of Chengdu Elevator Safety Public Service Platform

With the rapid growth of the number of elevators in use in China,the challenges encountered in elevator management have become more and more arduous.Beginning in 2014,with the advocacy of the General Administration of Quality Supervision,the localities began to explore the use of information technology as a means to innovate the elevator management mode and build elevator safety.Management platform.The elevator safety public service platform was built earlier in Chengdu,and the construction process has certain demonstrations nationwide.This paper takes the platform construction as a case study and deeply discusses the problems and solutions faced by the elevator safety management platform construction.First of all,the article analyzes the literature through the "Guiding Opinions on Promoting the Construction of Elevator Emergency Disposal Service Platform" and the "Notice on Accelerating the Construction of Elevator Emergency Disposal Service Platform",and raises questions and points out the purpose and significance of the research.Study the current situation,explain the relevant theory and conceptual basis,and determine the content,methods and technical routes of this study.In Chengdu,elevator safety management has common problems such as inadequate elevator maintenance,low emergency rescue efficiency and high pressure on elevator safety supervision.Under this background,Chengdu has made active attempts to build an elevator safety public service platform.The platform is preventive.Typical of refinement,intelligence and initiative.The article describes the case from the aspects of construction basis,construction process,construction method and main results.After introducing the background,necessity and importance of the platform construction,the three stages of planning,implementation and operation are used to analyze the construction process of the platform in an all-round way,and the main practices and results of the platform construction are obtained.Then,from the perspectives of new public management,total quality management and public project management,the theoretical analysis of the construction process of the elevator public safety service platform in Chengdu is carried out,which is embodied in the service positioning and efficiency value of the new public management.Preventive management;quality control of planning,execution,inspection and adjustment of total quality management;whole process performance evaluation of public project management,phased project management,optimized governance approach and innovative construction mode.Based on the analysis of the theoretical perspective,through questionnaires and interviews,the quality of the two core indicators of the platform operation and the emergency rescue are investigated.The analytic hierarchy process is used to establish the quality assurance system for maintenance and the establishment of “supervisory department-maintenance”.The enterprise-used unit's three-party static game model verifies the survey data to clarify that the main practices in the construction process play a key role in solving the problem and prove the versatility of the method.Through the analysis of different theoretical perspectives of the case and the investigation of operational effects,the key factors are identified,and on this basis,the enlightenment of the platform construction process is obtained.Finally draw conclusions.Information management is one of the important means of elevator safety management.By building an elevator safety public service platform,it can greatly improve management efficiency,ensure the timeliness of accident rescue,improve the quality of maintenance,reduce the accident rate and improve the overall quality of elevators.
