Research On The Poverty Governance Of "First Secretary" From The Perspective Of Endogenous Development Theory

General Secretary Xi said:"To eradicate poverty,improve people's livelihood,and gradually achieve common prosperity is the essential requirement of socialism and an important historical mission of our party." In order to achieve the goal that all poverty-stricken population all over China liberate from poverty in 2020,build a well-off society in an all-round way,accurate poverty alleviation and accurate poverty eradication should focus on grasping the details.The key reasons that restrict the real poverty alleviation are as following:insufficient endogenous poverty alleviation of poor local and poor people,low self-development ability.Based on the endogenous developrment concept of"endogenous,ideological-oriented,people-oriented",optimizing the "First Secretary"poverty governance method and implementing the "hematopoietic" poverty alleviation can effectively solve the root cause of poverty.The author thinks that spiritual poverty alleviation,liberating the idea of "waiting for projects,policies and funds" is the basis;cultivating and improving the self-development ability of poor people is the key;realizing the endogenous development of rural poverty governance is the purpose.Based on the qualatitive research,this paper studies the related poverty situation of Nanxu town through literature review questionnaires and unstructure interview methods.It is concluded that nowadays the main problems of "First Secretary" poverty governance in the village including relying on "Blood transfusion" poverty alleviation,spiritual poverty alleviation needs to be strengthened,emphasis on "external promotion" to alleviate poverty,neglect the "endogenous consciousness" of poor groups,and neglect the cultivation of the self-development ability of the poor,etc.Therefore,based on the fitness between the endogenous development theory and the "First Secretary" poverty governance,the author proposes that it should be improved from the following aspects,constantly optimize the "First Secretary" poverty alleviation manner to achieve the endogenous development of rural poverty governance in China.Firstly,poverty governance must be "people-oriented",enhancing the subjectivity of the poor,that is,to motivate the poor to self-deprivation and to be based on the subjectivity of the poor;Secondly,poverty alleviation should combine with spiritual poverty alleviation,so as spiritual poverty alleviation and material poverty alleviation;Thirdly,building a strong grassroots party organization,leading the village's "two committees" capacity building;Fourth,cultivating the poor self-development ability of the poor,that is,the ability to meet the three aspects of the poor:basic survival capacity,basic production capacity,and improvement of basic development capabilities;Fifth,promoting the endogenous development of poverty governance with the internal and external linkage of "hematopoietic",that is,the precise policy should be based on the path of endogenous,ecological protection and industrial support in poverty-stricken areas to carry out specific poverty alleviation work,and constantly optimize the "First Secretary" poverty governance method,to stimulate and form the endogenous self-reliance of poverty-stricken people,to enhance the local self-development and poverty alleviation,and to ensure the long-term sustainability of poverty alleviation in rural areas of China.
