With the continuous progress of modernization in our country,a large number of elite and labor force outwelling phenomenon appears in poor rural areas,the trend of village hollowing is increasingly prominent,the organization of village level is lax and weak,the economic development of poor villages is lagging behind,and the level of governance is low.In order to improve the above situation,in the context of the country’s strategy of promoting precision poverty alleviation,the state has made important measures to select party committees of outstanding organs at all levels and cadres of enterprises and institutions to serve as the first secretary to promote the economic and social development of poor villages.As an important institutional measure,the first secretary’s resident village support shoulders the national grass-roots governance mission to poor rural areas,reflecting the state’s embedded governance of poor rural areas.So,what kind of embedded governance process does the first secretary have to the poor countryside,what effect has been achieved,and what kind of dilemma is there? Based on the investigation of 8 poor villages in H Town,Gansu Province,typical area where the first secretary is in the village,this study deeply analyzes the practice process of the first secretary in the village from the perspective of embedded governance.This paper briefly introduces the basic situation of the first secretary of 8 poor villages in H town of Gansu province,and analyzes the concrete practice process of the first secretary of 8 poor villages in H town: one is to obtain the legitimacy and system guarantee of the first secretary’s support in poor villages by institutional embedding;the other is to optimize the main body of governance of poor villages through the party building of poor villages and promote the economic development of poor villages by the construction of rural professional cooperatives;Third,the first secretary through the way of relationship embedding to integrate all levels of help resources and promote the implementation of help projects on the ground.On the one hand,through its dispatched units and their own social capital and other external relations network to integrate the resources of help at all levels,on the other hand,through the integration of the internal social relations network of poor villages to promote the implementation of some projects on the ground.Through the above process of helping practice,the embedded governance of the first secretary in the village has achieved certain results.On the one hand,the infrastructure construction of the poor villages is becoming more and more perfect,and the economic development is gradually accelerated;on the other hand,the main body of governance in the poor villages has been optimized to a certain extent,and the ability of village governance has been improved to a certain extent.Although has obtained certain help effect,but has to admit is the first secretary in the village to help this kind of embedded governance model has certain practice predicament.First,the opportunistic tendency of the help system design makes the first secretary’s help effect in the poor village have obvious difference,its help effect depends on the first secretary’s personal strength to a great extent and the economic support of the dispatched unit;second,the first secretary’s interference in the affairs of the poor village to a certain extent dispels the village’s already relatively weak autonomy ability.It is mainly manifested in the excessive dependence of the cadres of the village two committees on the first secretary and the substitution of the power of the first secretary to the cadres of the village two committees;third,the formalism and fraud conspiracy existing in the process of helping the first secretary in the village.Therefore,it is necessary to analyze the root causes of the dilemma from two aspects:national embedding and social anti-embedding.From the point of view of national embedding,the strong embedding of national power represented by the first secretary under the pressure-type system has been alienated.The strong-driven political mobilization and the pressure of poverty alleviation have made the first secretary’s village-based support have a tendency of movement and deviate from the original goal of its system design.From the point of view of social anti-embedding in poor villages,the strong mobility of atomized poor villages not only weakens the endogenous development power of poor villages,but also to some extent causes the first secretary to replace the power of the cadres of the two committees.Based on this,the above-mentioned dilemma needs to be solved from the national and social levels.On the one hand,we should abandon the opportunistic tendency of system design and perfect the incentive mechanism of the first secretary’s examination;on the other hand,we should strengthen the autonomous ability of the poor village and enhance the social vitality at the grass-roots level,so as to realize the potential energy balance between the strong embedding of the state and the anti-embedding of the poor village,so that the practice of helping the first secretary in the village can achieve the desired results.
