Tripartite Model Of Independent Colleges From The Perspective Of Governance Theory Research

The connotation of higher education public governance is the process in which the government ensures that the government,market and civil society can jointly participate in public education affairs management through mechanism design and institutional arrangement and assume the corresponding responsibilities at the same time.However,the government also achieves the maximization of public interests on the basis of fully mobilizing the enthusiasm of stakeholders.In the running mode of independent colleges,the three-party running mode of "government,school and enterprise" is a combination of parent universities,local governments and private capital,which has unique development advantages.The particularity of the schoolrunning mode of independent colleges shows the characteristics of mutual cooperation between government organizations and non-governmental organizations,as well as the public sector and the third sector,which is the embryonic form of public-private cooperation in the field of higher education.In order to achieve the common interests,the parties which are involved in the cooperative education shall share the management rights and jointly assume the responsibilities and obligations in the form of contract.To some extent,it enriches the public governance,especially the background of public governance in the private education.This paper selects G college as the research object,and starts from the perspective of governance to study its tripartite school-running mode.First of all,it is a theoretical overview of the current independent college mode of running a school to summarize the relevant research,and then analyze the shortcomings of the running mode of G college,so as to combine the theory of governance to put forward some constructive proposals for its future development.This paper proposes the idea of public collaborative governance of independent colleges in the three-party mode of running a school,and attempts to establish a public governance framework that is interrelated between the government and the public society,so as to transform independent colleges from quasi-non-profit organizations to non-profit organizations.The optimization of its operation mode is conducive to improving the social competitiveness of independent colleges as well as providing high-quality education for the public and serving local higher education,especially the vigorous development of private higher education.
