The "Reclamation Movement of Young Volunteers" in the 1950s was the prototype of the voluntary services of our country, which showed that Chinese voluntary service was in its embryonic period. The "Learning from Lei Feng Campaign" in the 1960s was the main form of voluntary services in the time of the planned economy. Since then, Chinese voluntary service entered a period of slow development under the guidance of "the Spirit of Lei Feng". The foundation of the first community voluntary service organization in the Xinxing Street, Heping District, Tianjin, in 1989 and the establishment of Shenzhen Volunteers Association, the first officially registered volunteer group, in 1990 marked the rise of modern Chinese voluntary service. From then on, voluntary activities have been carrying out in a nationwide scale. Since the beginning of the 21 century, several big events held in China have been setting off new upsurges of voluntary activities time and again.Since 1995, when the Pingxiang Youth Volunteers Association, the first volunteers organization of Pingxiang, was formally established, the voluntary service organizations and the voluntary service work have been making new breakthroughs and achievements with the developing waves of the Chinese voluntary service. However, in spite of the rapid development of voluntary services, we've also found that in the structure and running pattern of the existing Pingxiang voluntary service organizations there are some problems, which are now impediments to further development of the voluntary service.This paper first describes in detail the development situation of Pingxiang volunteers organizations and makes a careful analysis of the problems and shortcomings in their organizational structures and running patterns. Then, based on a comparison with the volunteers organizations of Hong Kong, whose successful experience can be used for reference, it offers some tentative plans on reforming the structures and running patterns of Pingxiang volunteers organizations and puts forward some specific measures to promoting the reform after a further analysis.
