Research On Targeted Poverty Alleviation Of Third Party Evaluation From The Perspective Of Welfare Governance

At present,China actively introduces third-party evaluation mechanism in the field of targeted poverty alleviation to carry out accurate assessment on the effectiveness of poverty alleviation.Third-party assessment has also become an important part of poverty alleviation and development work,which is increasingly recognized and valued by the government and the whole society.However,the effect of third-party evaluation mechanism in poverty alleviation governance is worth further research.This paper adopts the mixed research method that is mainly qualitative,supplemented by quantitative.Taking S county in A province as an example,it conducts an exploratory study on the current practice of third-party evaluation of targeted poverty alleviation in China.Qualitative data mainly come from in-depth interview data of 30 local poverty-relief administrative personnel,poverty alleviation households and assessment personnel participating in the third-party evaluation practice,while quantitative data come from statistical data of 192 poverty alleviation households in 7 villages of S county.The content of this study mainly includes the following five parts.Firstly,relevant theories of welfare governance and third-party evaluation are sorted out to provide theoretical support for subsequent empirical studies.Secondly,taking the third-party evaluation practice of targeted poverty alleviation in S county,A province as A case,the operation logic of the third-party evaluation practice of targeted poverty alleviation is discussed from four aspects,including the subject,content,procedure and application of results.Thirdly,based on the empirical data and through the mixed research method with qualitative as the main and quantitative as the auxiliary,this paper analyzes the achievements and shortcomings in the practice of third-party evaluation of targeted poverty alleviation in S county,A province.Finally,in view of the problems found in the empirical study,this paper puts forward some policy Suggestions to perfect the third-party evaluation mechanism of targeted poverty alleviation from the perspective of welfare governance.The study found that third-party evaluation,as one of the important forms of national welfare governance,has become an important external supervision mechanism in anti-poverty governance practices,which has enhanced the trust and recognition of poverty-stricken objects to national targeted poverty alleviation policies.At the same time,the professional ability of assessing "third party" has been gradually improved in poverty alleviation.However,third-party evaluation still has subjectivity,professionalism and weak independence in the field of poverty alleviation and governance.The appraisal object is lack of recognition and participation;The evaluation index system needs to be improved.The evaluation results have not been applied in a timely manner,etc,highlighting the problem that the government has too much power in anti-poverty governance,insufficient participation of other social subjects,insufficient interaction among various subjects,and lack of realization of the concept of welfare governance.Therefore,the next step needs to be improved from five aspects,such as enhancing multi-participation,strengthening training,optimizing system design,promoting benign interaction and paying attention to result feedback,so as to achieve the deep integration of welfare governance concept with Chinese characteristics and poverty alleviation governance.
