| At present,our country is in a critical period of poverty alleviation.The government is trying to push the focus of social governance and services down to the grass-roots level,so as to better provide accurate and refined services.However,grassroots work not only includes fixed routine work,but also includes key work that needs to be fully addressed by all parties.In order to cope with the complex work content,the grassroots government can only undertake various tasks by itself through comprehensive management.The main manifestation of targeted poverty alleviation at the grassroots level is that different governance methods will be applied to simultaneously improve and improve the governance performance of targeted poverty alleviation.This paper focuses on the research of targeted poverty alleviation and development at and below the township level,aiming to discuss and analyze the governance mode of the combination of bureaucratic governance and sports governance(hereinafter referred to as "embedded governance")in the poverty alleviation at and below the township level,and try to reveal the process,important representation and inner Mechanism of embedded governance in the practice of targeted poverty alleviation at the grassroots level,especially focusing on the analysis of the two elements of embedded governance,that is,how the bureaucratic governance and sports governance both play a relatively independent role and interact with each other.On this basis,this paper discusses the significance of this kind of governance mode to the process,performance and the practice of rural governance on a broader theme of targeted poverty alleviation at the grass-roots level,and further reflects on the problems existing in this mode.From the perspective of the whole development process of poverty alleviation in today’s society,the embedded governance model has indeed solved the problem of absolute poverty in rural areas in just a few years.The targeted poverty alleviation measures have made the relatively poor population increasingly reduced,and the construction of small towns and villages has greatly improved the social development environment.In order to better observe and study the grass-roots governance mode,I entered the Poverty Alleviation and Development Office of L town in the form of participants,and observed and interviewed the grass-roots staff and poverty alleviation objects involved in targeted poverty alleviation at the grass-roots level.Collect the theory of sports governance,bureaucratic governance and relevant research on targeted poverty alleviation as the theoretical basis,and take observation and interview data and relevant policy documents of government departments as important supporting data.From the observation,it can be seen that the poverty alleviation work at the grassroots level is carried out in a way of mutual cooperation and mutual supplement,which is based on bureaucratic governance and supplemented by sports governance.When faced with the key tasks,the primary and secondary relationship between bureaucratic governance and sports governance then shifted,presenting as the chimeric mode with sports governance as the main governance and bureaucratic governance as the auxiliary.In the dynamic organizational process of achieving precise goals,embedded governance model can be freely released,the fundamental reason is that the party and government system plays a role in the background.Comparatively speaking,the embedded governance model is more suitable for the overall development of rural society.In a word,this governance mode is not only suitable for the overall environment and characteristics of rural society,but also able to comply with the superior system,implement the arrangement of the superior,and realize the effectiveness of governance,which is more conducive to the development of rural society.However,this embedded governance mode is not achieved overnight,but is formed slowly after a long time of running-in and exploration.Then,as a regular governance mode,it is implemented in the grassroots governance work,and the two governance elements are constantly debugging and cooperating to form a state of dynamic balance.Finally,the paper also discusses and analyzes the tension of chimeric governance model and proposes how to resolve the tension to a certain extent. |
