reduction in rural poverty by 740 million and poverty incidence by 94.4 percentage points,and has made remarkable achievements.However,it can not be ignored that the poverty problem in the deep poverty-stricken areas and the marginal areas is still serious,the imbalance of regional development is prominent,the phenomenon of returning to poverty occurs from time to time,and the task of poverty alleviation is still very arduous.To achieve the great goal of achieving a well-off society in an all-round way by 2020,the poor and the poor areas must be lifted out of poverty with heavy tasks and tight time.Therefore,the state has begun to encourage social groups.Organizations,enterprises and other multi-stakeholders are committed to poverty alleviation,which is a new path for poverty alleviation and development in China,and also an important measure to achieve a well-off society in an all-round way.Pingliang is a deep poverty-stricken area with remote geographical location,deep poverty level,large base,backward ideology and traditional poverty alleviation methods.Since the state encouraged multi-subjects to participate in poverty alleviation,the participation of different subjects has made up for the shortage of human and material resources of the government,and has become an important force in poverty alleviation,making the means of poverty alleviation more diverse and the effect more remarkable.Therefore,Pingliang has begun to change its concept and explore a new way of introducing social forces into poverty alleviation.However,due to the traditional top-level design concept and lack of experience in coordinating and coordinating the advantages of each subject,the multi-subject participation has not achieved the desired results.In the final stage of a well-off society in an all-round way,finding out the problems existing in the participation of multiple subjects in precise poverty alleviation and correcting them in time is the only way to achieve precise poverty alleviation,and also the key to achieve the first century goal.Therefore,Therefore,this paper makes a thorough study on the participation of multiple subjects in the precise poverty alleviation in Pingliang City,with a view to providing theoretical reference and reference for the city’s timely poverty alleviation.This paper combs the core concepts of the study,and establishes the theoretical basis for this study by drawing on the relevant viewpoints of participatory poverty alleviation theory,empowerment theory and governance theory.The relevant data of this study are obtained by using the research methods of literature,case studies and unstructured interviews.W Town belongs to the deep poverty town of Pingliang City.Six of the ten administrative villages in the town are the epitome of the poverty-stricken areas in Pingliang City.Through collating and analyzing the collected data,it is found that there are some problems in the precise poverty alleviation in W town,such as the lack of contact between the village team and the unit and the poor households,the insufficient participation of social organizations,the lack of endogenous power of the poor households,and the lack of joint efforts of the main body of poverty alleviation.After discovering the problems,this paper deeply analyses the reasons,and analyses the typical cases of multi-subject participation in poverty alleviation at home and abroad.On the premise of sticking to the problem orientation,combining the domestic and foreign experience and the local actual situation,it puts forward the model of "five-subject alliance,the bottom of the government" for the precise poverty alleviation in Pingliang City.The specific content is that the government,enterprises,social organizations,village comlittees and poor households should improve their own participation in poverty alleviation.While giving full play to their respective advantages,they should strengthen collaboration,coordinate the advantages of each main body by building a collaborative govermance platform,strengthen information communication and exchange,and jointly comlit themselves to precise poverty alleviation.For the special poverty-stricken households,such as those with no working ability and disability,the social security should cover the bottom,so as to ensure that the special poverty-stricken groups can also achieve the "two without worries",embody the superiority of poverty alleviation with Chinese characteristics,and work together to win the battle against poverty.
