Study On The Spatial Allocation Of Public Management And Public Service Land In The Central District Of Tianjin

Administration and public services are the important content of ensuring the fair distribution of social public resources and the objective requirement of building a service-oriented government in China.At the same time,along with the economic development and the improvement of the quality of life of urban residents,the public attention to public service facilities is also increasing.However,under the effect of marketization,the"unbalanced" and "unfair" phenomena of Administration and public services are widespread,and how to reasonably allocate public service facilities in limited land space has attracted extensive attention.Administration and public services,on the one hand,as the core carrier of public service facilities,on the other hand,is an important part of urban functional land.In the existing researches on land use for Administration and public services,land use is rarely used as a starting point,and most of them lack time span and urban expansion.Based on center of Tianjin city as research area,this paper first analyzes the space configuration of Administration and public services,secondly analyses the land for Administration and public services service radius of coverage,and land for Administration and public services are also discussed in the fairness of the spatial configuration,and discuss the layout of the equalization advice,to Tianjin downtown land for Administration and public services space configuration optimization layout to provide reference.This article first central urban area of Tianjin in 1990,2000,2010,2016,the four times the current situation of Administration and public services for data analysis,from the change of land utilization,land use structure transformation and land use expansion form three angles,discusses Administration and public services land space configuration evolution characteristics.Then,the service radius coverage of Administration and public services in the central urban area of Tianjin is determined according to the planning documents such as the overall urban planning of Tianjin(2015-2030).Finally,from the perspective of per capita Administration and public services,the equity spatial allocation of Administration and public services in the three periods of 1990,2000 and 2016 was analyzed based on the sub-regional scale of the six downtown districts of Tianjin.The research results are as follows:(1)Tianjin center area of Administration and public services space configuration evolution:from the perspective of land utilization,the area of land for Administration and public services growth trends,regional space configuration balanced gradually,and has a tendency to spread to the edge of the area development,2010 years later,the growth rate tends to be stable,and the proportion of construction land in the city remain at around 8%,lower than the national average,there is a gap with Beijing,Guangzhou and other cities.(2)Tianjin center area of Administration and public services service radius of coverage:Tianjin center area for Administration and public services coverage is higher,around four area coverage is low,Dongli,Jinnan area service scope is absent,as urban planning dynamic update,Tianjin Administration and public services space configuration will match the Tianjin new city image,the land for Administration and public services of layout will be more reasonable.(3)Tianjin center area of Administration and public services fairness space configuration:between the regional Administration and public services land space configuration exist unfair phenomenon,on the one hand is due to the economic level of regional differences,on the other hand is a lack of high quality to meet the needs of local residents of public service facilities,land for public management and public service development degree is weak.Based on the full study,in the face of the space configuration of unbalanced and unfair phenomenon,land for urban public administration and public services should be paid great attention to the overall layout,according to the service area of the residents' demand,population structure and the change trend of land for Administration and public services,attaches great importance to the introduction of public service personnel in the territory,configuration,and the cultivation of ability and cooperate with each other,then can attain land for public administration and public services of balanced development of the space configuration,in order to realize the child in education,learning to teach,work pay,sickness,old age,live in somewhat,weak helped somewhat,so that residents of the acquisition,happiness and security improved.
