Ning(Nanjing)-Xi(Xi'an) Economic Belt(NEB), across the west, middle and east economic regions of China, in this paper is referring to the adjacent geographical region along the Ning-Xi railway and No.310 highway, which are taken as pivotal development axis of NEB. What we want to address in this paper is not only to narrate present situations of productivity location in NEB but to fabricate a new development pattern of that in a new view as well. It is obvious that NEB plays a significant part, both in optimizing railway networks, expediting industrial shift and in advancing inter-regional market-unification. The paper takes NBE as a study object and emphatically, discussing problems about reorganization of spatial structure in it, analyzing advantages and disadvantages of development conditions of the central part which is on plight of "central economic valley". In general, the spatial structure of economic geography is asymmetrical; industrial location, market-capacity, investment field and tech-level for instance; even economic environment and-policy or information-location as well. Therefore there saw growth pole theory, core-periphery theory, industry-shift cycle theory over the past 50 years. Actually the classical location theories often presume an equilibrium space as argument background, from that series of reasonable conclusions could be arrived to in a degree. Hence, at least with such method we may support the fact: "the presuming equilibrium" exists in the world, although it is simply an ideal pattern, we are expected to reach our target. As regarding to NEB, in order to regulate the harmonious development among west, central and east part, and get the economy of central part out of "economic valley", it's indispensable to reorganize the spatial structure of NEB; Whence we seek help of asymmetry-location theory. That is, growth pole theory. Based on NEB's actual situation, we suggest a triangle sector developmental pattern. Its spirit is acquainted pole-axis theory by Lu Dadao, but it is an expanding form of that. Thence using the pattern we divided NEB into three economic zones, namely Guanzhong zone, Nan-xin zone and He-ning zone. According to three zones' physical situations, leading industries, communication networks and urban system, we classify them in three industrial space: QHe-ning Middle Secondary Industry Space. In this zone you find a quasi-perfect network and urban system; dual economic pattern is fading away, with economic element flow for middle-or-higher industrial products, high-tech, information and talents etc. (D Guanzhong Junior Secondary Industrial Space. In this zone, networks, urban system and regionally unified market have been being established, the local people, to a large extent, jumping off the cages of nature, its main element flow includes junior industrial products or mine, tech-labor forces, construction funds etc. (3)Nan-xin Primary Industry Space. Still most parts in this region keep a pre-industrialization state, and agriculture output makes up a larger quotas (>20%); also its traffic system and infrastructures are lagged; urbanization rate is quite lower, with the main element flow of physical labor forces, agriculture products or coarse mine etc. furthermore most enterprises in Nan-xin Economic zone are small in scale and backward in developmental level. Nowadays, the prior duty for Nan-xin zone is how to form intact communications networks and how to cultivate quantity of high-quality talents, so as to banish the deep-rooted dual economic pattern, thriving the local economy. Thereby the paper believes soft environment of the industry development in Nan-xin zone should be optimized with aid of preferential policy and opportunities of industrial shift from the east to the west, pushing on agriculture industrialization, encouraging labor-intensive industry and tertiary industry.
