In July 2015,the general plan of decoupling between industry associations and Chambers of commerce and administrative organs was issued,and a joint working group was set up to require industry associations to complete decoupling by the end of 2018,promote the reform of de-administration of industry associations,and gradually move towards marketization and socialization.In modern political discourse,the value of "publicity" is self-evident.As a form of public rights,it is of practical significance to the research on the publicity of industry associations at the key point of the decoupling task of industry associations.At present academic research on industry association's function mainly focuses on the mutual benefit organizations,government work "assistant",industry service organization,etc.,in this paper,on the basis of summarizing predecessors' academic achievements,from the perspective of the public,using the theory of stakeholders,find industry association activities carried out mainly involves three dimensions of different groups,and industry association as a member of association of the organization,organization of industry system and social system of organization needs to meet the demand of different levels of public service.To sum up,this paper summarizes the public nature of trade associations into three dimensions: "social commonweal","industry commonweal" and "member commonweal".This paper first summarizes the publicity of the industry association,namely the organizational attribute of the industry association "being good for others",and then elaborates from the three dimensions of the publicity of the industry association to explain its connotation.For research can continue to in-depth industry association role positioning,depends on whether we can understand the different types of industry association and the existence of the public and industry association all dimensions conflict,or the concept of industry association publicity will be fuzzy,so that the industry association ofmultidimensional public relations imbalances.This paper finds that between1979 and 2001,the public imbalance of industry associations is mainly manifested as the imbalance between commonweal and b/b,which is represented by the government's direct interference in the internal management of the association.With the development of market economy,the government attaches importance to the importance of market rules to national governance and emphasizes the role of market in resource allocation.After 2002,represented by Guangdong,Shanghai,Zhejiang and other places suffer "thing",the sex of common benefit and mutually beneficial relations imbalances became the main performance of the industry association publicity imbalances,multiple differentiation between industry association development become a mainstream industry,individual association in order to survive in the fierce competition attaches great importance to the mutual benefit and ignore the common good.These one-sided interests seriously affect the value of the organization system of trade associations.Therefore,it is necessary and urgent to analyze the publicity of trade associations in theory.The development of the association's publicity is a slow process,which depends on the formulation and implementation of stable,reasonable and relaxing public policies.Industry association "publicity" balance needs to be discussed in details the specific,this paper put forward in the last: the principle of autonomy,self-discipline,democracy principle,fair competition principle,the principle of external supervision,the principle of due process,trying to find industry association public equilibrium path of three dimensions,guarantee the development of the industry association in the new era,it fit into the mainstream of the reform and development of national governance.
