| The management of letters and visits has a direct impact on social stability.But with the development of economy,the frequency of social group incidents is getting higher and higher,the workload of grass-roots petitions is increasing sharply,the way of petitions is becoming more and more extreme,and petitions from higher levels and malicious petitions are very frequent,which brings great difficulties to the management of petitions at grass-roots level.In recent years,the management of letters and visits in A District of Z City is not optimistic,and the pressure of letters and visits is increasing.The government of A District of Z city needs to enhance the image of the government and resolve contradictions and disputes by strengthening the management of letters and visits,so as to provide a stable and harmonious social environment for the economic development of A District of Z city and guarantee the people's high-quality living standards.Firstly,it mainly introduces the basic concepts of letters and visits,expounds the development process of letters and visits system,and summarizes the types and main functions of letters and visits.Secondly,it investigates the basic working structure and workflow of the letter and visit bureau in A District of Z City.Through questionnaires and interviews,it understands the current situation of grass-roots letter and visit in A District of Z City,and summarizes the characteristics of letter and visit work of the letter and visit bureau.Then,focus on finding the problems in the management of letters and visits in A District of Z City,and analyze the causes of the problems.Finally,in view of the dilemma of the management of letters and visits in A District of Z City,the paper puts forward the improvement strategies and suggestions from six dimensions.Through the research,it is found that there are some problems in the management of letters and visits in A District of Z City,such as policy constraints,functional dislocation,offside,inefficiency,and prominent "rule by man" mode.The causes of these problems are various.The contradictions in the social context are growing,the differentiation of the government's safeguarding rights and stability and the imperfection of the social protection mechanism all lead to the expression of the interests of many people.Not fully solved,coupled with the imperfection of the petition system and the legal and regulatory system,the operation mechanism ofpetition is not in place,and some petition workers' awareness of the rule of law and work quality need to be improved.Therefore,the author suggests that in order to strengthen the management of letters and visits fundamentally,we need to strengthen the process of legalization of letters and visits,improve the relevant systems and legal norms,and improve the construction of the system of letters and visits departments;we also need to improve the operation mode of letters and visits at the grass-roots level,correctly locate the functions of letters and visits institutions,and implement the three-level termination mechanism;standardize the order of letters and visits,rationally guide abnormal The scope of acceptance should be expanded,lawsuit-related cases should be stripped,legal publicity should be strengthened,the ranks of letters and visits cadres should be strengthened,the working level of the ranks should be improved,the incentive mechanism should be improved and accountability should be strengthened,and the supervision effectiveness of letters and visits departments should be strengthened so as to enable NPC delegates to participate in letters and visits,improve supervision channels,implement supervision system and establish notification system.Finally,we should broaden the channels of complaints from the persistence of the leadership reception day system and the establishment of information platform for letters and visits.Through these measures,we hope to further promote the grass-roots petition Department petition management work to achieve new results. |
