The Research On The Combination Of Law-based Governance Of The Courntry And Rule-Based Governance Over The Party

On October 18,2017,General Secretary Xi Jinping proposed in the report of the19 th National Congress of the Communist Party of China that we must “combine law-based governance of the country and rule-based governance over the Party”,which is the important features and fundamental rules of party building and the development of the rule of law for the new era.We need to study and implement it from both theoretical and practical aspects.The combination of law-based governance of the country and rule-based governance over the Party is the fundamental rules of socialism with Chinese characteristics in the new era.We need to delve into the necessity of the combination of law-based governance of the country and rule-based governance over the Party.We need to figure out the relationships between law-based governance of the country and rule-based governance over the Party.We need to study the current misunderstandings in the process of the combination of law-based governance of the country and rule-based governance over the Party.We need to study the problems in the Party's Leadership of legislative ability and ways and the problems about systematization and rule of law construction of Party regulations.We must carefully examine and analyze important practical results——the national supervision system.We must sort out the path of the combination of law-based governance of the country and rule-based governance over the Party and clarify the path of it,which is that we must uphold the Party leadership,improve the legal level of rule-based governance over the Party and increase awareness of the combination of law-based governance of the country andrule-based governance.
