Research On Rule-based Party Governance In China

Observing disciplines and regulations constitutes the tradition of the Communist Party of China(CPC).As a ruling party,the Communist Party of China shoulders the mission of realizing country's prosperity and people's happiness.It falls within the competence of every CPC member to strengthen its own construction,win the mass' recognition,and maintain its ruling position.The Communist Party of China remains committed to rule-based governance is the best response to its responsibility and mission.In this paper,rule-based Party governance is chosen as the topic to conduct a systematic study,which is presented as the following four chapters:The first chapter outlines the concept of rule-based Party governance.The first part mainly studies the connotation of CPC governing according to regulations;the second part emphasizes that the CPC should adhere to the leadership of the party,follows the party constitution and sticks to the principles of scientific rules,strengthening Party self-discipline and punishing every law-breakers;the third part discusses the value of rule-based Party Governance.The second chapter deems that the proposal of rule-based Party governance has its solid theoretical origin and abundant practice foundation,which not only includes the wisdom of Marx party doctrine and legal thought,it is also involved with Chinese ideological heritage of being disciplined.It summarizes the experience of CPC governing the Party,but meanwhile,it learns from foreign Party's success and failure as well.In the third chapter,the content delivers an overview on the existing problems of the CPC governing in accordance with regulations.Namely,certain fields still lack of related rules to follow,some local regulations are not observed so well,and the punishment of law-breakers is imbalanced in different areas.The fourth chapter mainly probes into the approaches to further implement the concept of rule-based Party governance.First,the Party shall enhance the cohesion and coordination between intra-Party laws and the national constitutional law;second,Party construction at the ideological level and system level need to be united within the Party management practice;third,rule-based Party governance and morality-based Party governance should be integrated together;fourth,it is necessary to strengthen the Party self-discipline so as to enhance the execution of Party regulations and rules.
