A Study On The Model Of "Town Governed Community"

In the process of rapid urbanization,the suburbs of Shanghai are constantly improving their new appearance,but they are also facing new social governance problems.The influx of a large number of people has made the original town-level management structure impossible to load and heavy pressure.Under the circumstances of weak social governance,difficulty in comprehensive and convenient public services,inconsistency between administrative power and fiscal power and responsibility,it is imperative to explore a new social governance model that is in line with the development of socialism.In 2017,Zhoupu Town established and operated seven "town-governing communities" such as Taoyuan,Zhounan and Zhoushi.Communities adopt a unified organizational structure,which poses great challenges in improving the efficiency of community management and community services,as well as in improving the precision of social governance.Therefore,how to improve the management of "town-governing community" in Zhoupu Town has certain reference significance for other town-governing communities in Shanghai.This paper takes Zhoupu Town,Pudong New Area,Shanghai as the research object,systematically discusses the theory,background,motivation,current situation and future development proposals of the development of the town-governing community by using the methods of literature research and case study,and finds out the existing problems of the town-governing community in Zhoupu Town.It mainly includes four aspects: unclear definition of community management functions,inadequate community public services,huge differences among community residents,and imperfect community support.At the same time,the causes of these problems are analyzed,and the advanced experience of foreign large-scale community management and the practical experience of domestic other areas in community management are used for reference.Combining with the theory of public management service,the community management is improved.From the perspective of the system of management,the integration and harmony of the residents in the community and the improvement of the supply of public services,this paper puts forward some countermeasures and suggestions to suit local conditions.
