Study On The Management Of Farmers' Concentrated Residential Community In Huangdun Town,suyu District,suqian City

In the era of urban integration in China,the government of Jiangsu provincial Party committee and the government formally put forward a unified plan to improve the housing conditions of farmers in Northern Jiangsu in July 2018.Suqian,as a relatively backward city in Northern Jiangsu,has started the construction of farmers' concentrated residence and Kangju demonstration village since 2006.After more than ten years of construction and strict control,Suqian has built a batch of farmers' concentrated residence with demonstration function,and has accumulated relatively mature experience and practice in construction and management,so as to promote a new round of farmers' concentration Residential management work has laid a theoretical and practical foundation.However,Suqian is a relatively backward prefecture level city in Jiangsu Province.At the same time,Huangdun town is also in the northwest of Suqian City,the level of economic development lags behind,and there are a series of typical problems in community management.So the author chooses Huangdun town to study the typical problems in promoting the management of farmers' concentrated living community,and tries to provide some suggestions for the implementation of farmers' concentrated living in Northern Jiangsu.From the perspective of public management,first of all,using the literature research method,using the network resources to consult a large number of domestic and foreign research results about the centralized residence of farmers and community management,this paper carries out its own research.First of all,this paper analyzes the differences between the farmer concentrated residential community and the traditional rural community,urban community,and distinguishes them from the related concepts and characteristics,which lays the foundation for later research.Then using the method of investigation and research,through visiting the local government,community and other relevant units to collect basic information,and based on the current situation of community management,combing out the current problems in community management in Huangdun town.The specific performance is that the phenomenon of disorderly construction and release is serious,mutual prevarication in case of accidents;the supporting infrastructure of public service facilities is not perfect,the service radius is too large;the property management funds are tight,the management cost is too heavy;the community management personnel team is weak,the overall degree of specialization is low;the problem of hollow community is serious,and the difficulty of community management is increased.On the basis of problem research,this paper focuses on the construction of community management system,social security system,government overall planning and community autonomy.Finally,some countermeasures and suggestions are put forward to improve the community management,such as improving the community management system and management level,improving the social security system,doing a good job in the construction of shared service facilities,changing the functions of the government,and strengthening the community self governance.I hope to summarize the experience and problems in the centralized residential community management through this study,so as to better carry out the work in the future,and also provide feasible reference for the centralized residential community management in other places.
