Research On The Problems And Countermeasures Of The List Of Rights And Responsibilities Of Local Administrative Organs

This paper studies the implementation of the list of powers and responsibilities of local administrative organs and studies the existing problems to solve the countermeasures.The system of power and responsibility list is an institutional innovation in the process of adapting to the transformation of China's administrative system.This paper takes the concept of the accrual list as the theoretical basis and the operation status of the accrual list system as the starting point,USES the literature research method and empirical analysis method to clarify the operation process and effect of the accrual list system.The rule of law logic of the construction of the power and responsibility list system lies in restraining local administrative organs to exercise their powers arbitrarily,standardizing the boundaries of administrative powers and responsibilities.The application of the bill of rights and responsibilities system in local administrative organs can provide abundant administrative organ governance theory and administrative organ construction theory,thus standardizing the public power operation of local administrative organs and strengthening the construction of local administrative organs themselves,which is of vital significance to deal with various relations reasonably.The current list of local administrative accountability system in China,there exist many problems in the implementation process,in this paper based on the analysis of the implementation,the need to find local administrative organs in the process of system operation research in accrual list management of common problems,and carries on the summary,and the research and analysis on the causes of the problem put forward countermeasures.In order to improve the normality of the design of the accrual list system and the guarantee function of the construction of the accrual list system,and then to construct a stable environment for the implementation of the accrual list system,the author proposes ways to improve the system.
