A Study On Government Inervention In Adjusting Labor-capital Relationship Among Private Enterprises

After the reform and opening-up,the key emphasis in work has been transferred to economic construction in the governments at all levels from central to local.Meanwhile,governments have carried out a series of preferential policies to protect the interest of investors,which,to some degree,promotes the development of non-public sectors of the economy and plays an important role in the development of social economy.With capital rights increasing,laborers' rights and interests can't get deserved protection.Therefore,labor-capital relationship is losing balance and contradictions between labor and capital are becoming evident.It has a great effect on economy's sustainable development and even the fairness and justice in society.The labor and the capital are pursuing the biggest profit,resulting in an uncompromising contradiction.So,whether our government can find a proper position,balance the benefits and build a harmonious and stable relationship for both sides plays an active role in social prosperity and development.Compared with the western countries,China's labor relations have their own particularity,since January 1,1995 China's "Labor Law" on the labor relations to develop the basic rules,the law in 22 years gradually extended all kinds of " Sector law " " land method ".As of March 2015,29711 labor-related local documents were issued throughout the country.This aspect reflects the unremitting efforts of our government in the adjustment of labor relations,and on the other hand,it shows the complexity of labor relations itself.This article focuses on the role that our government plays at present in dealing with labor trouble,existing problems and their causes,using literature research and case study methods to study measurements and achievements that the government has taken in dealing with labor trouble among private enterprises.Having analyzed and studied some typical cases about labor troubles in Dongqian Lake Resort in Ningbo,this paper suggests that nowadays government should take following measurements to promote harmonious development between the labor and the capital,that is,moderate participation,system building,perfect legislation,strengthen regulation and integrity construction.
