Problems Caused By Rural Economic Collectives' Renting Income In Developed Areas And Counterpolicies

As we all know,developing and expanding rural collective economy and exploring an effective form of collective economy have always been the focus of China's rural policy.The report of the 18 th National Congress,The Third Plenary Session of the 18 th National Congress,2014 Central NO.1 Document all emphasize “enchancing the collective economic strength”,“expanding effective realization form of rural collective economy”.Rental income,mainly including housing rental,professional market rental,farmers apartment rental,land rental,mountain forest rental,water area rental,etc.This phenomenon not only creates new patterns and growth points for collective economic income,but also brings a series of problems.The main research methods are: literature research method,empirical research method,comparative study method,etc.First,this thesis makes a deep analyze of the manifestation and cause of the renting of rural collective economic income.The rural collective economic organization starts with the production team of the people's communes.After the third plenary session of the eleventh central committee,the rural areas in China have changed the management system of collective economy,collective labor and collective distribution and various forms of contract system have been implemented.in recent years,with the development of rural economy,the rural collective economy has been continuously growing,and the collective economic organization at the village level is not the traditional rural concept,especially the suburban villages and t own villages,not only the participation in market economy activity is more and more frequent,capital flows are diversified,asset use are diversified,exploitation of the resources industrialized,the income has a obvious characteristic of based on various types of rent.Under the premise of deeply analyzing the influence caused by the renting of rural collective economic income,this paper discusses the challenges currently faced by it,combined with the development of rural collective economy in Lanjiang street in Yuyao city.In terms of rural collective economic development,it brings the problems such as Economic development imbalance resulting from unbalanced resource distribution,not conducive to the optimization of rural collective economic income structure,the development of rural collective economy is insufficient,rigid spending on villages has been increasing,policy constraints are emerging.In terms of daily management,it's faced with problems of the standardization of leasing and distribution is to be strengthened,Expanding the source of rental income is difficult,the rent is in trouble.In terms of rural collective economic supervision,there exists problems such as lack of attention,inadequate supervision system,the incentives for regulators remain to be improved.on this basis,this paper proposes countermeasures through the research of Property Rights Theory and Theory of public pond governance.To promote the sustainable and healthy development of the village collective economy,we must improve the system of rural collective property rights,active inventory of rural collective asset resources,explore various utilization modes of asset resources;strengthen the management of credit and debt at the village level;strengthen the construction of rural collective economic organizations,strengthen the construction of village leaders,reasonably define the village level people,the matter,the financial right;and at the same time,we must improve supervision of rural collective economy,grasp the system and process;the higher authorities should intensify efforts to promote poverty alleviation.
