A Research On Financial Support Policy Of Farmers Specialized Cooperative

In the past few years,a large amount of rural labor has been transferred to cities,and the development of land circulation and scale management has become a necessity.The report of the 19 th National Party Congress pointed out: "We must establish a modern agricultural industry system,production system and management system,and support and develop new types of agricultural subjects in various forms." This sentence expounds the new strategic thinking of developing agriculture with Chinese characteristics.As new types of agricultural operations,farmers 'specialized cooperatives are conducive to improving the competitiveness of agricultural products,promoting the industrialization of agriculture,increasing farmers' income,improving the quality of farmers,and improving the government's management of agriculture.Therefore,the government has increasingly shown its encouragement and development of farmers 'professional cooperatives.More and more people are willing to support the development of specialized farmers cooperatives through some preferential policies.However,due to the late start of the development of China's agricultural cooperatives,the foundation is weak,the implementation of the government's financial support policy in the process of some problems remain to be improved.This paper first combed the farmer specialized cooperative,farmer specialized cooperative finance support policy,Smith model and other related concepts and theories,which is the theoretical basis and starting point of this study.According to the time and content of the two perspectives,the party and the government of various policy reports,documents and other texts are classified and studied,through the sorting of various policies,to reflect in detail the past and current government actions on the professional cooperation of farmers.Taking Qishan County of Shaanxi Province as a sample,using the Smith model to study the financial support policy of farmers 'professional cooperatives,it was found that the following problems existed: the target group's lack of awareness and participation in the policy,and the policy implementation institution's long service and service awareness were not high.The science and systematization of policies are not perfect,and the policy environment is not ideal.Finally,by comparing the experience of the successful farmers 'specialized cooperative in foreign countries,the author puts forward the strengthening of policy propaganda and policy guidance,improving the execution power of the implementing agencies,scientific and systematic health policy,and further optimizing the external environment of policy implementation.
