Employment of the disabled is the basis for guaranteeing their lives,and the best way to realize their rights,help them participate in society,return to society and realize their value of life.It is the yearning for the disabled to live a better life in the new era.In recent years,China's central government and local governments have formulated a series of laws,regulations and policies to promote the employment of disabled people,which provides a systematic legal basis and policy basis for the employment of the disabled.The Constitution of the People's Republic of China,the Employment Promotion Law of the People's Republic of China,the Labor Law of the People's Republic of China,the Labor Contract Law of the People's Republic of China,and the Employment Regulations for the Disabled provide the protection of the right to work and employment for the disabled as citizens from the legal level.In terms of policies,policies on employment protection,employment assistance and employment services for the disabled have initially taken shape,these laws and policies has gradually brought the employment of the disabled into the track of legalization and institutionalization.However,the employment situation of the disabled is more serious under the continuous pressure of the total employment.There is still a big gap between the general employment situation of the disabled and the social average.Xi 'an is located in the underdeveloped western part of China,and there is still a big gap in economic development and social development,including the employment of disabled people,compared with the developed areas in the east.At present,there are 91,097 certified disabled people in the employment age group in xi 'an,while only 5913 persons with disabilities are employed in proportion,and there are fewer disabled people in other forms.Based on the current employment situation of disabled people in Xi'an,this paper conducts an investigation on the employment service agencies for the disabled,welfare enterprises for the disabled and individuals with disabilities in xi 'an through the interview method,and then makes an in-depth analysis on the practical obstacles encountered by the disabled in employment and the path to achieve accurate employment.Firstly,this paper reviews the research on employment policy,employment mode,employment barriers and Employment Countermeasures for the disabled.Secondly,it constructs the theoretical analysis framework of the employment of the disabled from three dimensions of resources,ability and opportunity.Thirdly,based on the data obtained from interviews,it analyze the employment situation,existing problems and reasons of the disabled in Xi'an.The survey found that there are some problems in the employment of disabled,such as low employment rate,poor employment quality and unstable employment.The main reason is that the disabled people face three major obstacles,namely lack of resources,lack of ability,lack of opportunities.Finally,based on the empowerment theory and the capability approach theory,this paper puts forward some concrete Suggestions on the realization of accurate employment for the disabled from the aspects of resource embedding,ability improvement and opportunity giving.
