New Rural Social Pension Insurance's Pension Income And The Health Level Of The Elderly Population

Healthy China 2020 Program put forward by the 19 th Communist Party of China National Congress which has focused on the healthy needs of human.The health of human in our country has become important index of finishing the building of a moderately prosperous society in all respects.But in recent years,large population base in China and the declining birth rate have also brought about an increasingly serious phenomenon of social ageing,which has caused a particularly prominent pension problem in rural areas.Facing the population aging problem positively is an important part of the program.The establishment of the New Rural Social Pension insurance(NRSP)system alleviates the pressure of supporting old people in rural area which increases effectiveness of the program.Three-phase panel data based on China Health and Retirement Longitudinal Study(CHARLS).Self-rated health score,daily activity ability score,happiness score and satisfaction score were used as variables to evaluate health level,which scope of physical and mental health.This paper uses regression discontinuity to analyse and demonstrate the impact of pension income of NRSP on the health level of the elderly in rural areas.The results show :(1)The pension of NRSP has a negative effect on the improvement of self-rated health score and happiness score,but the results are not significant.(2)The pension payment of NRSP has a positive effect on the improvement of daily activity ability score and satisfaction score,but the results are not significant.(3)The different amount of the pension in NRSP has no significant differences on the health level of the elderly in rural areas.The above results are obtained by analysis of the regression discontinuity and local linear regression,which have passed the robustness test and contained accuracy.The results also show the problems contain the weakness of subsidy in pension fund,the weakness of supervision,the challenge of the equity in policy,lack of pertinence in form of implementation in policy,adverse selection and moral hazard problems caused by information asymmetry and so on which may lead the implementation of NRSP can not make the positive effects on the healthy level of elder people in rural areas.It no doubt guarantees the benefits of rural people fully,there is still a long way to go for the construction of the NRSP system.
