In 1978,China entered the era of “reform and opening up” and economic development became the center of socialist modernization.In the development of more than forty years,the Chinese economy has achieved remarkable achievements in the world,but China still has such development issues: unreasonable industrial structure,unbalanced economic development(unbalanced urban-rural development,uneven regional development,and unbalanced industrial development),environmental pollution problems,inadequate supply of infrastructure with public goods etc.These problems have become obstacles to China's goal of achieving socialist modernization.Provincial officials have always played an important role in China's past economic development.The provincial party secretary,as the “top leader” of provincial officials,has the ability to influence and even intervene the economic development.The central government is also paying more attention to the administrative actions and efforts of provincial party secretaries.The paper sorts out the economic data and data of the provincial party committee secretary of 31 provinces in China from 1987 to 2017.We divides economic development into four dimensions: economic growth,industrial structure,demand structure,and urban and rural structure.Theoretical analysis and quantitative research have been carried out on the relationship between the pressure of promotion,the personal characteristics of officials and economic development through literature analysis and fixed effect models.The first part is the introduction of this paper.It mainly introduces the background,research purpose and significance,research methods,research framework,literature review and innovation of this paper.The second part summarizes the status quo of China's economic development and the characteristics of the secretary of the provincial party committee.The third part theoretically analyzes the relationship between promotion pressure,the personal characteristics of officials and economic development,and lists corresponding test hypotheses.The fourth part establishes the econometric model between the promotion pressure,the personal characteristics of the officials and the economic development,and uses the stata software for operational analysis and empirical testing.The fifth part summarizes the research conclusions of this paper,and gives suggestions on official governance and official selection.The part also analyzes the inadequacies of this paper,and look forward to future research.Through qualitative and quantitative analysis of the relationship between local officials and economic development,this paper draws the following conclusions: First,performance appraisal with “GDP growth as the core” is not conducive to regional industrial structure upgrading and the urban-rural structure balance,but it is conducive to curbing government consumption and promoting employment in the secondary industry.Second,the performance appraisal with “GDP growth as the core” makes it easy for officials to form the habit of “increasing invest to promote growth” while ignoring the role of consumption in the economic growth “troika”.Third,the impact of promotion incentives on the direction of officials in promoting economic development is heterogeneous.
