Study On The Pre-legislative Evaluation Index System Of The City With Districts

In 2015,China amended The Legislation Law.Undoubtedly,the biggest bright spot is the local legislative power granted to the district and the scope of its legislation.This has created a large legislative autonomy for the city.So how to ensure the operation of the city's legislative power in the dis,trict to enable it to truly provide effective legal protection for local development has become an important issue with realistic urg.ency.Pre-le.gislative evaluation is an i.mportant means to improve the quality of legislation.As an indicator of the feasibility and standard of legislation,the evaluation index is at the core of the pre-legislative evaluation system.This paper analyzes the characteristics of the city's legislative p:ower and it.s problems in the actual operation,and learns from the foreign pre-legislative evaluation indicators.On this basis,it tries to construct a set of pre-jurisdictional evaluations of the cities in China.The index system is of great significance for the pre-legislative asse,ssment of the districts.The construction of the ev.aluation indicator system will be carried out in the following sections:The first part gives an overview of the city's pre-legislative evaluation indicators,including the concept,characteristics and significan.ce of the city's legislative power and the pre-legislative evaluation index system.The second part clarifies the current status of the local legislative power in the current district and some problems existing in the actual operation,and discusses the necessity of studying the pre-legislative evatuation index system of the district from the theoretical and practical aspects.;The third part intro;duces the more mature pre-legislative evaluation models abroad and makes appropriat;e reference to the beneficial parts.In the fourth part,based on the detailed analysis of the main factors that should be considered in the pre-city legislative evaluation index system for building the district,and the main principles to be followed,an attempt is made to construct a pre-legislative evaluation index systeu for the district.It is expected to provide some reference for the pre-legislative evaluation work of the cities in China,and promote the developnment of the municipal legislation in the district.
