A Study On The Operation Of First Secretary System In Village And The Effect Of Rural Governance

Rural governance is not only the most basic and most important part of social governance and national governance,but also the important cornerstone of realizing the strategy of rural revitalization.The modernization of rural governance is related to the realization of the goal of national governance modernization.The Guidance on Strengthening and Improving Rural Governance refers to the basic improvement of rural governance system in China by 2020,and the basic modernization of rural governance system and governance ability by 2035.However,the village still faces a lot of difficulties in the process of governance,and there are problems such as the shortage of village resource share,the insufficient power of its own development and the low level of governance,which need to be solved and improved urgently.And the operation of the first secretary system in the village not only promotes the development of precision poverty alleviation,but also has an important impact on rural governance,promotes the effective integration and governance of the broad economic and cultural backward rural society,and provides a new impetus for rural development.Based on the theory of embedded governance and the theory of system innovation,combined with the practice of the first secretary system of A city in the village under the field of rural governance,takes the first secretary of A city in village as the entry point,this paper analyzes the concrete operation process and the embedded mechanism of the system,the effectiveness of the system in practice,and the difficulties faced by the system in the implementation process,so as to further explore how to optimize the operation of the first secretary system in the village and improve the level of rural governance and promote the exploration of the new model of rural governance.According to the research,the system of the first secretary in A city has an important influence on the field of rural governance through administrative embedding,resource embedding,policy embedding and value embedding,and has produced good results in this process,it mainly includes strengthening the Partybuilding at the grass-roots level,improving the ability of organizing and leading,integrating internal and external resources,improving the overall level of rural development,promoting accurate poverty eradication,improving the stability of people's livelihood,optimizing the pattern of rural governance through multi-subject cooperation,stimulating the power of villages and helping the rural revitalization to achieve remarkable results in five aspects,at the same time,it is faced with the game and non-cooperation of power,the imbalance of resource flow,the rejection and distrust of villagers and the lack of continuity of the system.At the end of the article,the author puts forward the following optimization paths: first,to promote accurate embedding,improve the training mechanism to standardize the operation process;second,to optimize the allocation of resources,reasonable rewards and punishments to improve the effectiveness of the system operation;third,to clarify the boundaries of power and responsibility,the implementation of scientific assessment to promote long-term operation.
