Grassroots democracy has always been an important issue in rural social governance. The institutional innovation of grassroots democracy is often realized through the pilot and generalization of grassroots institutional mode. How to realize the effective promotion of grassroots pilot innovation, what factors are at work and how, which has been highly concerned by the government and society. This paper puts the practical process of grassroots democracy into a dual analysis dimension of the relationship between state and society. We focuses on the process of institutional generalization at the level of reality, discusses the key factors affecting it and its operation mechanism, and tries to form a holistic framework to analyze the factors influencing institutional generalization. In addition,by combining the research method of multi-case comparison and process tracking, this research selects and demonstrates the key factors affecting the construction of grassroots democratic system, and is committed to promoting the cognition of the universal law of system promotion.By examining the relationship between state and social dimensions and the promotion of grassroots democracy, this study extracted two key influencing variables,"state promotion" and "social integration".Moreover,it is believed that these two variables work together on the "legitimacy mechanism" of the promotion of the rural grassroots democratic system, and only when both conditions are established and effective can the rural grassroots democratic system be promoted smoothly. Therefore,in view of the practice process of rural grassroots democratic system promotion, this paper demonstrates two dimensions and two key influencing factors. From both theoretical and practical perspectives,it provides a holistic view and structured cognitive perspective for in-depth observation and analysis of rural grassroots democratic system construction.
