Since entering the 21 st century,with the rapid development of modern information technology and application,our country's financial,telecommunications,and rapid development of Internet,telecom fraud in the form of a variety of media and penetrate into people's daily life,citizens' personal information safety and property security has received the serious threat,the public security organs of the traditional working mode has not completely adapt to and effectively curb telecom fraud a comprehensive problem,embodied in the management of fragmentation and coordination failure.Collaborative governance represents an innovative governance mode of inter-departmental and inter-regional internal and external collaboration.Collaborative management is more and more government departments for management of telecom fraud crime,the key lies in the collaborative governance through a series of mechanism innovation,science and integrate social resources effectively and through data sharing and information technology,the traditional public security organs to simple management conducted a comprehensive upgrade,build a set of normative and flexibility of the combination of collaborative governance mode,strengthening the public security organs are to the internal between different areas of the public security departments and various launching and,on the outside and relevant government departments,enterprises and the third party collaboration between main body and the public,more effectively overcome the problem of fragmentation of governance,It adapts to the public governance needs under the informatization background.From the perspective of cooperative governance of telecom fraud in yangjiang city,this paper analyzes the beneficial experience and existing problems of grassroots government departments in cooperative governance of telecom fraud,and puts forward further optimization suggestions.This paper is mainly discussed through the following parts: the first part elaborates the research background and significance of the thesis,analyzes the research status of telecom fraud and collaborative governance of telecom fraud at home and abroad,and introduces the research content and methods of this paper.The second part expounds the theoretical basis and implementation basis of cooperative governance of telecom fraud.The third part takes the practice of cooperative governance of telecom fraud in yangjiang city as an example,introduces the status quo of local telecom fraud,and elaborates the governance of telecom fraud in this region from two aspects of internal collaboration and external collaboration.The fourth part analyzes the main problems existing in the current collaborative governance process of telecom fraud in yangjiang city and analyzes the various reasons leading to these problems.In the fifth part,through careful sorting and in-depth thinking and analysis of the research data,suggestions are put forward for the collaborative governance of telecom fraud in yangjiang city.
