Research On The Collaborative Governance Of Telecom Network Fraud In QuanZhou City

As a new type of intelligent crime,telecommunication network fraud crimes are constantly upgrading and iterating as the Internet+ and big data continue to heat up.The crime of telecommunication network fraud has been repeatedly banned,the case base is still huge,and it poses a serious threat to the property security of the masses.It has seriously damaged the clean environment of cyberspace and has become a major cancer of society.The governance of telecommunication network fraud involves a variety of subjects such as government agencies,communications and finance departments,Internet companies,and social organizations and individuals.However,at present,the cooperation among various governing bodies is relatively scattered,and it is difficult to effectively curb the high incidence of fraud in telecommunication networks by only dealing with and responding to their own functions.In this context,research on the problem of telecommunications network fraud from the perspective of collaborative governance theory,and exertthe synergy of various subjects in the management of such crimes,is conducive to improving the governance capabilities of telecommunications network fraud.This is of great significance for ensuring the safety of the people’slives and property and improving the credibility of the government.This article takes Quanzhou as the research object,and takes the collaborative governance theory as the research perspective.It uses literature research,case analysis,comparative analysis,field research and other research methods,combined with public security work experience,and based on an indepth analysis of the connotation and characteristics of telecommunications network fraud.Analyzed the currentsituation of management of Telecom Networkfraud in Quanzhou,While affirming the effectiveness of Quanzhou’s telecommunications network fraud management,it also put forward many problems in the collaborative governance of Quanzhou’s telecommunications Networkfraud,such as weak coordination among governance entities,lowoperatingprocess efficiency,inadequate implementation of safeguard mechanisms,andgovernance measures Not implemented in place,etc.It also analyzes the mainreasons for the existence of problems suchas the need to improve theconcept of coordination,the inadequate application of laws,the unsmoothcoordination mechanism,and the unreasonable propaganda and preventionwork.On this basis,combined with the other advanced practices andexperiences of domestic and foreign cities in the management of telecommunications network fraud,this article attempts to make a few suggestions: give play to the leading role of collaborative governance of government departments,standardize the collaborative governance goals of industry sectors,and mobilize social forces to form a governance force This will improve the government’s collaborative governance structure.
