At present,it is a crucial stage for realizing the great rejuvenation of the Chinese nation.Public powers involving the allocation and use of resources can be seen everywhere in social life.It is a long-standing experience that all powerful people are prone to abuse their power.Therefore,it is necessary to effectively strengthen the supervision and supervision of the operation of public power.According to the different sources of supervision subjects,the basic ways of power supervision activities can be divided into two basic ways: identical supervision and allogeneic supervision.As the subject and object of supervision are located on both sides of the public power operation system,the allogeneic supervision separates the interest relationship between them and makes its supervision activities have the characteristics of strong motivation,great influence,high transparency and good effect.Then,in the process of socialist modernization in China,how should we effectively improve the allogeneic supervision mechanism?How to make allogeneic supervision cooperate with identical supervision?This has become an important issue in the process of building and improving the supervision system of public power in China.Through a comprehensive review of the development process of allogeneic supervision mechanism since the founding of the People's Republic of China,this study clarifies the achievements and existing shortcomings in the development process of allogeneic supervision,analyzes its basic causes,and finally puts forward corresponding improvement strategies.In order to improve our country's allogeneic supervision mechanism effectively,provide some new ideas for the perfection and development of our country's power supervision system.This paper is mainly divided into the following five chapters:The first chapter is the introduction.This part mainly introduces the research background and significance of the article,combs the existing foreign supervision theory achievements at home and abroad,clarifies the research ideas and methods,and makes clear the main contents,difficulties,innovations and shortcomings of this article.The second chapter is the basic theory part.Through the definition of the basic concept of the allogeneic supervision and the allogeneic supervision mechanism,the specific supervision methods covered by the allogeneic supervision are introduced in detail.Through comparative analysis of the differences between allogeneic supervision and identical supervision,the basic characteristics of allogeneic supervision mechanismare clarified,and the necessity and important value of the continuous improvement of allogeneic supervision mechanism in China are expounded in detail.The third chapter is the description of the current situation.Through the literature review,in after the founding of the national development for critical nodes,important events happen in the developing course of allogeneic supervision mechanism of our country will be divided into six stages,preliminary establishment stage(1949-1956),destroy the decline stage(1957-1976),the recovery and reconstruction stage(1977-1989),slow development stage(1990-2002),innovation and development stage(2003-2012),the steady development stage(2013-present),and then clearly introduce the important role played by the allogeneic supervision mechanism in the process of power operation in China.The fourth chapter is the analysis of the problems and causes.Through the previous chapters on the development of the allogeneic supervision mechanism since the founding of the People's Republic of China,it clarifies the practical effects of the allogeneic supervision mechanism.At the same time,it also finds that there are mainly supervisory subjects in the practice of the allogeneic supervision in China.Insufficient independence,insufficient depth of supervision,a little single means of supervision,and weak binding effect of supervision,and so on.The main causes are that there are some deviations in ideological cognition,obvious deficiencies in system supply,obvious limitations in social environment and lack of cultural tradition of alien supervision.The fifth chapter is the countermeasures and suggestions.Through the analysis of the previous article,it puts forward the basic goal of effectively perfecting the allogeneic supervision mechanism in China-the "materialization" of the allogeneic supervision.The specific implementation paths include: promoting the transformation of the subject and object of the allogeneic supervision,effectively improving the social environment for the development of the allogeneic supervision,constantly improving the institutional mechanism of the development of the allogeneic supervision,and constructing the interaction and coordination mechanism between the allogeneic supervision and the identical supervision.
