Study On The Optimization Of Social Order Prevention And Control System In Nanan

Since the Eighteenth National Congress of the Communist Party of China,China has entered into a critical period of comprehensive deepening reform,new conflicts and problems are constantly emerging,in addition to this,it appears many new social structure,social psychology and social problems.It is urgent to strengthen the construction of local social public security prevention and control system in the new period.Social public security prevention and control system is composed of people defense,material defense and technical defense.People defense,material defense and technical defense can be referred to as the "three defenses" system.The construction of the "three defenses" system plays an important role in the comprehensive management of social security.The aim of writing this paper is to research how to optimize the social public security prevention and control system in Nanan.In the research,I combed cooperative governance theory,resource allocation theory with my research.Then I use several methods of literature research,investigation and case study to investigate the current social security situation in Nanan.Next,I described the present situation of the social public security prevention and control system in Nanan.I revealed that there are three problems in the system of public security prevention and control: the human resource role of civil air defense construction has not been fully played,the material defense construction resources are not fully unbalanced,and the technology defense construction is of low quality and inefficient.Finally,I proposed an targeted idea for optimizing the social public security prevention and control system in Nanan.It analyzed the four factors lead to problems,namely the lack of top-level design of security system,the lag of people defense construction,the construction of resource allocation in poor physical defense,anxious for the construction of technology defense.At the end of the paper,fourteen measures to improve the social security system are presented from fourth aspects,Firstly,further build a comprehensive and diversified security system.Second,further build a standardized and professional people defense.Third,further build a strong operational and practical material defense system.Fourth,further construct an information-based and networked technological defense system.
