Concerning The System Building About Social Order Prevention And Control From The Perspective Of The Relation Between State And Society

Accompanied by the adjustment of the relationship between the state and society,the social order,including the order of public security,has changed significantly after the Reform and Opening up.The public security work has been adjusted accordingly,and presented the different patterns in several different stages.In order to clarify the influence caused by the change of "state-society" relationship on the public security and order,and to guide the construction of the Social Order Prevention and Control System in the future,it is necessary to establish an appropriate framework which it could describe the circumstances of public security order by place itself in the context of the change and adjustment of the public security patterns in China through the Reform and Opening up.This would make it possible to learn the influence of "state-society" relationship on public security order.Therefore,it begins with the structure of public security order to describe the framework of public security order from the perspective of "state-society" relationship: In a certain public security environment,public security order is generated in the dynamic balance of three elements of public security subject,public security norm and public security entity.According to the nature of these elements,they could be divided into the objective reality domain of the public security entity and the subjective construction domain which including the public security subject and the public security norm.Generally,the subjective construction domain is passive and it often reacts in delay.So,the adjustment of public security order happened in the process of social order changes could be approximately regarded as the process of "social order changing-objective entity changing-subjective construction responding".On the other hand,through the dual dimensional perspectives of "state-society",the analytical framework could be fabricated with the divided dimensions of state and society.Then the framework is used to examine the evolutionary process of the public security patterns occurred through the Reform and Opening up,and divides the process into three stages: the period of "the integration of state and society",the period of exploration and development,the period of maturity and differentiation.From the analysis framework,it is found that during the evolutionary process of the public security patterns since the establishment of the PRC,it is actually a process of gradual separation and development.Through the process,the social domain which was controlled by the state for the first time gradually liberated from the national domain after the Reform and Opening up,and then formed a public sphere to influence social order;The adjustment of the public security patterns reflect a process which the state changed its strategy from complete control to compromise and approval and finally cooperated with the society.Two tendencies of the construction of the Social Order Prevention and Control System in current could be forecasted through the evolutionary process of the public security patterns.The first one is to promote the administrative ability by means of technical methods,it may rehabilitate "the integration of state and society " again;The second one is to communicate with the social forces positively and instruct them to participate in the maintenance of public security order,and build an open system of cooperation with the state.The tendency of control should be on the alert,and initiates the construction of the integration with coordination and control,unites two tendencies in different dimensions but the same objective through the innovation of social management.
