Research On The Public Service Provision Of Quanzhou Chamber Of Commerce And Associations

Diversification of public service supply is not only the requirement of constructing a new pattern of modern society,but also the proper meaning of the goal of realizing the modernization of national governance system and governance capacity proposed by the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China.Quanzhou has developed private economy and active market environment,which is a comprehensive pilot city for the reform and development of trade associations in Fujian Province.Therefore,the present situation of public service supply of trade associations in Quanzhou is investigated and studied.The government should change its functions,improve the level of regional public service,comprehensively deepen the “decoupling” reform and supply-side structural reform,and continuously promote the national governance system.The modernization of governance capacity is of great significance.Based on the third-party governance theory,contract failure theory and government failure theory,this paper first defines the core concepts,then uses literature research method and interview method to analyze the current situation of public service supply type,mode and effectiveness of Quanzhou Chamber of Commerce and Industry Association,combs and finds out the main problems:the supply structure of supply object,service content and supply area is unreasonable;the sustainability and comprehensiveness of public service capacity are deficient;the supply guarantee of human resources,service platform and fund guarantee is not perfect.These problems are mainly affected by the inaccurate orientation of the concept factors,“decoupling”reform encountered difficulties in management factors,lack of legislation system factors,environmental factors of trust crisis and so on.Finally,in view of the existing problems and the actual situation of Quanzhou,comparing with the practice mode and successful experience of public service supply of trade association in other areas of China,five optimization strategies are summarized and put forward: improving the orientation of the public service function of trade associations;straightening out the relationship between trade associations and the government in management;unifying the legislation of trade associations to supplement at the legal level;improving the capacity of public service supply in capacity-building;and strengthening the guarantee system of public service supply.
