Research On The Reform Of Provincial Official Reception In Shaanxi Under The New Situation

Official reception refers to the party and government organs and their staff with the function of social and public administration,who use public finance and other public funds.The social interaction process of providing necessary life and work services to public officials who come to perform their duties of public social management.Since the 18 th National Congress of the Communist Party of China(CPC),Shaanxi provincial official reception has achieved some results under the new situation,the official reception behavior has been more standardized,the cost of official reception has been greatly reduced,and the cost of official reception has been greatly reduced.The new concept of pragmatic and efficient official reception has gradually penetrated into people's hearts,and the official reception environment has been obviously purified.However,there are still many problems and drawbacks,such as: some official reception personnel still have vague ideological understanding;the official reception system mechanism is not smooth;the department construction is partial and comprehensive;the service consciousness is not strong and there is a deviation in the implementation of rules and regulations;The construction of official reception culture is not in a single form and so on.These problems restrict and affect the current Shaanxi Province.Therefore,it is very necessary and urgent to study the reform of Shaanxi provincial official reception under the new situation.In this paper,the combination of theoretical and empirical research,comparative research and literature collection are used to study the reform of provincial official reception in Shaanxi under the new situation.The first chapter summarizes the official reception and the related theoretical basis,first introduces the emergence and development of the official reception,sums up and summarizes the definition,category,characteristics and functions of the official reception,and then explains and explains the new situation background of the official reception.Finally,the administrative cost theory and public finance theory related to official reception are expounded.The second chapter is the present situation and existing problems of Shaanxi provincial official reception.First of all,it summarizes and summarizes the basic situation and principle characteristics of Shaanxi provincial official reception.Taking the annual statistical data of Shaanxi provincial official reception in 2012 and 2017 asexamples,this paper compares and analyzes some changes of Shaanxi provincial official reception before and after the 18 th National Congress of the Communist Party of China(CPC),and finds out the problems and difficulties existing in Shaanxi provincial official reception at present.The third chapter analyzes the causes of the problems in Shaanxi provincial official reception,and systematically analyzes the causes of the problems.The fourth chapter draws lessons from the experience of official reception at home and abroad,refers to and draws lessons from the successful experience of foreign official reception and the municipal official reception mode of Chongqing and Shanghai.The fifth chapter is about the countermeasures of Shaanxi provincial official reception reform under the new situation,comparing with the existing problems and combining with Shaanxi provincial official reception.According to the actual situation,six concrete countermeasures are put forward.This paper tries to find out a new way of official reception which not only conforms to the relevant policies and regulations of official reception under the new situation,but also embodies the characteristics of Shaanxi,and creates a brand of official reception in Shaanxi,so as to prevent the continued expansion of government administrative costs.It is of theoretical and practical significance to improve the efficiency of public finance,purify the environment of official reception and eliminate the alienation of official reception.
