| As a daily official activity of the government,official reception has outstanding political,official and economic characteristics,which can play the role of public relations image,information exchange and development promotion.After the 18 th National Congress of the Communist Party of China(CPC),the central Committee issued an eight-point regulation at the national level to strictly restrict official receptions.In the face of the new situation,local governments have carried out official reception reform,standardized and restrained official reception behavior,and expanded cooperation and exchange functions.This article uses literature research method,interview survey method and comparative research method to study the reform of official reception in Baotou under the new situation,summarizes the reform practices and work results,starts from the five aspects of official reception culture concept,rules and regulations,supervision system,function play and site management,and puts forward five main problems leading to the incomplete reform of official reception: In the process of official reception,there are human concepts,ineffective implementation of official reception system,insufficient supervision of official reception behavior,limited function of official reception,and monopolistic position of official reception base.After systematic analysis,five reasons are put forward accordingly: insufficient public spirit of the officials involved in reception,the establishment of official reception system is not perfect,the supervision system of official reception is not perfect,the construction of official reception departments is not perfect,and the participation of official reception market is not perfect.By summarizing the effective reform measures in Baotou and drawing on the successful experience of official reception in Guangdong Province,this article proposes five innovative measures to promote the reform process of official reception: Cultivate the public spirit of official reception,improve the regulations and system of official reception,improve the supervision system of official reception,strengthen the internal construction of official reception departments,and construct the market-oriented operation mechanism of official reception.This article is no longer limited to the traditional perspective of the reform of official reception,but only starts from the process management,cost control,system mechanism,supervision system and administrative ethics of official reception,and is limited to political commands,ideological education and other control behaviors for official reception departments.In the complete process of official reception,public officials,especially cadres and official reception bases(state guesthouses)are all important participants in official reception behavior,which must be included in the scope of reform of official reception and cannot be omitted,so as to avoid partial measures of official reception reform becoming mere formalities and having little effect.Starting from all subjects involved in the whole process of official reception,this article profoundly analyzes the reasons behind the behavior choices of all parties,explores an effective path that can not only protect their own legitimate interests,but also be consistent with the goal of legalization,modernization and scientific reform of official reception,maximally gathers the joint force of official reception reform,and maximally breaks down the difficulties and obstacles in the process of official reception reform.To ensure the orderly operation of official reception in the new era under the constraints of rules and regulations,while giving full play to the functions of service guarantee and cooperation and exchange,further reducing government administrative costs,standardizing reception behaviors and maintaining the government image.At the same time,by analyzing,summarizing and promoting the experience and practice of Baotou’s official reception reform and innovation,the paper tries to build the brand of Baotou’s official reception,providing certain theoretical and practical guiding significance for the national official reception reform. |
